It seems that Democrats haven't forgotten that President Trump and Elon Musk nuked their favorite slush fund into oblivion when they DOGE'd USAID, and they're reportedly making plans to fix "the way the Trump administration has disrupted how the government works."
What's truly amusing about all of this is that, as you'll recall, the Left tried to make "Project 2025" a big, scary thing during the 2024 presidential election. Project 2025 was a white paper put out by the Heritage Foundation highlighting the ways conservative leaders could develop and implement conservative policies.
The horror, screamed Democrats. It was a modern-day Mein Kampf! If President Trump was re-elected, he'd use the paper as an operating manual and could – gasp! – shrink the size of the Federal government. This must be stopped at all costs!
When DOGE set out to do just that, Democrats found new ways to embarrass themselves.

A new report out Tuesday tells how a group of ex-Biden officials have banded together to stealthily create their own version of Project 2025. It's called Just Security’s Reinvention Blueprints, and it's focused mainly on undoing the DOGE cuts, and – hey, why stop there? – finding new ways to expand the size of the government.

Former Biden administration officials are contending with a new reality: Future administrations won’t have a choice but to confront the way the Trump administration has disrupted how the government works.
The authors are a who's who of Swamp creatures, including:
- Dani Schulkin – Senior Counsel to the Deputy Attorney General at DOJ; later Senior Adviser to the White House Homeland Security Adviser.
- K. Sabeel Rahman – Senior Counselor and Associate Administrator of the Office of Information and Regulatory Affairs (OIRA) at OMB; he was delegated the duties of the OIRA administrator and effectively ran the office from 2021–2023.
- Rob Shriver – Deputy Director of the Office of Personnel Management (OPM) beginning in 2022; Acting OPM Director in 2024.
- Loren DeJonge Schulman – Associate Director for Performance and Personnel Management at OMB
Rahman said of the plan, “We have a lot of rebuilding to do. Our ambition shouldn’t be just limited to gluing the broken pieces of the vase back together.”
But, wait, there's more.
The papers propose a complete reorientation of the government so that it’s more responsive to presidential orders, emergencies and everyday work. To do this, the authors are calling for a new Cabinet-level agency that brings together all federal administrative work under one roof, from HR to technology to financial management.
Other ideas include overhauling the pay structure for federal employees to better compete with the private sector and a campaign to rewrite the federal workforce’s collective bargaining rights.
“This is a roadmap for people who want the government to work,” said one of the other authors, far-left activist Tara Dawson McGuinness.
And there it is. Democrats spent the 2024 election warning voters that Project 2025 was an authoritarian fever dream because conservatives had dared to put their governing ideas down on paper. Now the same crowd is quietly drafting its own playbook for the next Democrat administration.
The Left's version, of course, comes with a laundry list of exactly what you'd expect from Democrats: more bureaucrats, more federal power, more union muscle, more spending, and an entirely new Cabinet-level agency to help manage all of it.
