Duffy Now Vowing Action After Non-English Speaking Driver's Deadly VA Bus Crash

On Friday, on a stretch of Interstate 95 in Virginia, a bus smashed into stopped traffic. At least five people were killed, and 44 were injured. We are belaboring the obvious to note that this shouldn't have happened, but the obvious becomes more obvious when we learn that the driver of the bus was a Chinese immigrant, now naturalized, who still doesn't speak English, and yet the state of New York issued him a commercial driver's license (CDL). The crash caused a pile-up that ended up involving six vehicles. The bus plowed into the vehicles, which were slowed by a work zone that would have necessarily been marked by signage - that this driver couldn't read.

Five people were killed and 44 others were injured when a non-English speaking bus driver from Staten Island smashed into stopped traffic along I-95 in Virginia on Friday morning, according to Transportation Secretary Sean Duffy.

Jing S. Dong, a Chinese native who obtained US citizenship, was allegedly driving the motorcoach from New York City to Charlotte, NC, when it struck a Chevrolet Suburban in Stafford County, near Quantico, just after 2:30 a.m.

The crash sparked a chain reaction involving at least 6 vehicles, officials said. Traffic had slowed down for a work zone on the highway at the time of the crash.

Here is the toll:

A 25-year-old unidentified woman from Worcester, Massachusetts, was killed inside the Suburban.

A family of four from Greenfield, Massachusetts, all died when the Suburban slammed into their Acura, causing the family’s car to catch fire, police said.

Dmitri Doncev, 45, his 44-year-old wife Ecaterina, and their two children, 13-year-old Emily and 7-year-old Mark, were all pronounced dead after the crash.

Now the Secretary of Transportation, Sean Duffy, is on the case. Secretary Duffy took to his official X account on Friday to provide more information.

The secretary writes:

Update on the tragic bus crash in Virginia:  Five people are dead, including a 13-year-old girl and a 7-year-old boy, after the driver of a motorcoach slammed into stopped traffic on I-95. 

@FMCSA  Administrator Derek Barrs and our investigators are on the ground at the crash site working with the @NTSB

Local police confirm the driver of this motorcoach — a man from China who became a U.S. citizen — doesn’t speak English. He received his commercial drivers license from New York State in 2024.

Unacceptable. This is exactly why we are holding states’ accountable, enforcing the rules of the road, and cracking down on drivers who can’t speak English.

If you can’t be properly trained, read our road signs, or communicate with law enforcement, you have no business driving a bus.

Our investigators are reviewing New York licensing records, training documentation, and the driver's history. Any company, trainer, or school that contributed to putting an unqualified driver on the road will face intense scrutiny.

My prayers are with the loved ones of the innocent lives lost and those who were hurt in this horrific crime.

This problem has already caused far too many deaths and injuries nationwide. It's a perfectly ridiculous practice, not to mention catastrophically stupid, to issue driver's licenses to people who can neither read nor speak English. And note that we leave off the qualifier, "commercial." A person who cannot read our road signs, or understand the spoken requests/orders of law enforcement, has no business operating motor vehicles on the public roadways. If the people involved don't like that, let them go to night school and take some English-language classes, as many generations of immigrants did before them.

In the meantime, it's become clear that Congress has to act. This is a problem that spans state lines. It's a problem that affects the whole country. It's appropriate that this be addressed in Washington.
