Secretary of State Marco Rubio has just given Chinese President Xi Jinping something rather uncomfortable to think about ahead of his September visit to the White House.
Rubio made a formal determination Thursday that American citizen Min Zin – who has been languishing in a Chinese prison for nearly three months – is being wrongfully detained by the Chinese government.
Assistant Secretary of State Dylan Johnson confirmed the development, saying Rubio came to this determination following "an extensive review of the circumstances."

Secretary Rubio has determined that U.S. citizen Min Zin is wrongfully detained in China. This follows an extensive review of the circumstances surrounding his June 3 detention in Yunnan, China, where Mr. Zin had traveled to attend an academic conference at the invitation of the Chinese government. There are now two wrongfully detained U.S. citizens in China: Mr. Zin and Dr. Youlin Chen.
The safety and security of U.S. citizens is the State Department’s top priority. We will continue to advocate for Mr. Zin and call for the release of all U.S. citizens who are arbitrarily detained or exit banned in China.
That designation may seem like nothing but standard diplomatic language, but it could actually carry some consequences. In making the determination official, Rubio has concluded that China has no legitimate basis for holding Zin and, thus, makes securing his freedom a priority for the Trump administration.
The circumstances around Zin's detainment are pretty suspect.
Zin, a U.S. citizen who heads a think tank focused on Myanmar, traveled to China's Yunnan province on June 3 after getting an invitation from Beijing to attend an academic conference in Kunming. Chinese authorities promptly detained him upon his arrival at the airport and subsequently accused him of espionage.
And don't overlook the timing on this.
Xi is expected at the White House in just over a month, which means Rubio has made sure that, if not resolved quickly, Zin's detainment will be a major issue as the Chinese president sits down with President Trump. As will the case of Dr. Youlin Chen, a Chinese-born American seismologist who has also been wrongfully detained in China, as noted by the State Department.
