Well, they did what they said they were going to do. Virginia Democrats, eager to undo the will of Virginia's voters and ensure the Republican Party is relegated to the minutest of minorities, passed legislation Friday in the state Senate that advances their effort to seize control of legislative and congressional redistricting in the commonwealth.
In a 21-16 vote, which went straight down party lines, the Virginia Senate approved a proposed amendment to the state constitution that would give the General Assembly–the House of Delegates and the state Senate, which are both controlled by Democrats–the authority to redraw the commonwealth's congressional map ahead of next year's midterm elections. The House of Delegates, again along party lines, passed the same legislation earlier in the week.
The Virginia Senate just voted 21-16 to advance the redistricting proposal. As the House has already done so, this completes the process for the first step of amending the constitution.

To become a permanent constitutional amendment, the legislation must now pass again in the new legislature that will be seated in January of 2026, then it goes to voters for a statewide referendum. A mere five years ago, Virginia's voters approved an amendment establishing a bipartisan commission that would lead redistricting efforts. The commission would be disbanded if voters have changed their minds on a bipartisan approach to redistricting.

If Democrats clear these hurdles, they will be free to alter the state’s 11 U.S. House of Represenatives districts between the 2025 and 2030 census cycles. In other words, smack dab in time for the 2026 midterms. And, friends, they have a plan. Whereas the GOP now controls five of the 11 House seats, Democrats would dearly love to see that winnowed down to just one seat.

Matthew Hurtt, chairman on the Arlington County Republican Party, told RedState of the Democrat Party's effort to wrest control of redistricting:
Virginia Democrats’ effort to rewrite our state’s redistricting process is a blatant attempt to change the rules in the middle of the game — and voters should be outraged.
Just five years ago, more than 65% of Virginians—Democrats, Republicans, and Independents alike—voted to create a nonpartisan redistricting commission to take politics out of the process. That reform was a victory for transparency, accountability, and fairness. Now, because the political winds have shifted, Democrats are trying to dismantle it for their own partisan gain.
This proposed constitutional amendment is nothing more than a power grab. It undermines the will of the people and betrays the trust Virginians placed in their elected officials. The redistricting commission was designed precisely to prevent this kind of manipulation — where politicians choose their voters instead of voters choosing their representatives.
Virginians deserve better. We deserve leaders who respect the Constitution, honor the decisions of the voters, and uphold the principles of fair representation.
It’s clear: if Democrats will change the rules to win elections, they can’t be trusted to govern responsibly.
There is a silver lining amidst the madness: Winsome Earle-Sears, the sitting lieutenant governor and Republican candidate for governor, is at last allowed to return to the campaign trail. Earle-Sears, who serves as president of the Virginia Senate, has been sidelined by Democrats in the waning days of her campaign in order to oversee the special redistricting session. Now that it's over, she's headed out to make a last appeal to Virginia voters.
