Treasury Secretary Scott Bessent put banks on notice Thursday, warning that the Trump administration will not tolerate banks providing risky financial services to illegal aliens.
Speaking to bankers in Phoenix, Arizona, Bessent said the administration is bringing its border enforcement agenda into the financial system, where banks are being called on to identify suspicious activity and protect their institutions from abuse.
“This Administration will not tolerate blatant abuse of our financial system, nor will it permit risks posed by the extension of financial services to illegal aliens,” Bessent said.
The warning comes as the Treasury Department and federal banking regulators increase scrutiny of financial activity connected to people who are not legally authorized to work in the United States.
Bessent pointed to an executive order directing Treasury and other regulators to protect the financial system against fraud and abuse, improve detection of illicit activity, and prevent financial institutions from facilitating unlawful conduct involving unauthorized workers.
“Taken together, these actions reflect a broader effort to deny unlawful activity any foothold,” Bessent said.

The administration is not turning bankers into immigration officers. Bessent made that clear while stressing that financial institutions are expected to monitor their customers and flag suspicious behavior.
“We do not ask bankers to assume the burdens of border enforcement,” he said. “But we depend on banks to do what you do best: know your customers, identify risks as they arise, and report suspicious patterns before they metastasize into criminal schemes.”
Bessent added that while President Donald Trump has taken “historic action” to secure the border, the state continues to face consequences from the previous administration’s immigration policies.
“Arizona remains uniquely exposed to the aftershocks of Biden’s border crisis, including cartels and criminal organizations that seek to conceal illicit proceeds within legitimate channels,” he said.
Bessent told the bankers that their knowledge of local businesses and customers can make them an early warning system for suspicious financial activity.
“At Treasury, we follow the money,” he said. “Yet no office in Washington can detect every dubious transaction or prevent every payroll scheme at its source.”
The Treasury Secretary praised Arizona banks that have invested in compliance programs, trained employees, filed suspicious activity reports, and shared information designed to prevent criminal activity, calling those efforts “the type of leadership that Treasury expects.”
Treasury’s Financial Crimes Enforcement Network, known as FinCEN, issued an advisory in June aimed at helping banks identify schemes involving unlawful employment, labor brokers, shell companies, payroll tax evasion, identity theft, and financial exploitation.
Through these schemes, employers can gain an unfair advantage over legitimate U.S. businesses; depress wages; facilitate identity theft of people who are authorized to work in the United States, including American citizens; and steal millions of dollars in Federal and state payroll tax revenue meant for government benefit programs. Non-work authorized populations and their employers often rely on access to the U.S. financial system.
The Office of the Comptroller of the Currency has also issued guidance concerning loans to borrowers who are not legally authorized to work in the United States. The guidance calls on financial institutions to assess borrowers’ willingness and ability to repay and to identify, monitor, and control the resulting credit risks.
It takes a great deal of political courage to stand up to the banking industry. But the Trump administration is getting the word out: It will be cracking down on fraud, unlawful employment, and illegal financial activity.
