The Arctic is a region of tremendous strategic importance. We might note that Russia, not exactly a nation friendly to the United States, controls about half of the Arctic Ocean's shorelines; they also have a huge icebreaker fleet. Icebreakers are something, as well, where Russia has us badly outnumbered.
The USA is still in the game, though. And now, we learn that a shipbuilding concern in Galveston, Texas, is tooling up to build icebreakers for the United States Coast Guard.
- Canada-based Davie Defense on Monday broke ground on a $1 billion icebreaker vessel factory in Galveston, Texas.
- The facility is part of the company’s shipyard modernization project in Galveston and Port Arthur, Texas, according to the press release. Davie acquired Gulf Copper and its assets in December 2025 for an undisclosed amount.
- The upgrades are expected to create about 2,400 jobs and support up to 7,000 workers through the supply chain and other related “economic activities.” The first phase of the upgrades is scheduled for completion in 2028.
That's good news, and it's not the only source for new American icebreakers:
The upcoming factory is part of Davie’s $3.5 billion contract with the U.S. Coast Guard to build and deliver five polar icebreaker vessels called Arctic Security Cutters, which was finalized on May 13.
Two of the ships will be built at Davie’s affiliate Helsinki Shipyard in Finland, according to the company’s May press release. The remaining three ships will be constructed at Davie’s Gulf Copper facilities in Galveston and Port Arthur. The first ship delivery is expected in 2028 and the contract runs through February 2035.
It seems like a shipyard in Finland would be experienced with the building of icebreakers.

This is, as well, just one of several contracts for these icebreakers.
Davie’s contract is one of 11 that the Coast Guard has awarded to acquire (Arctic Security Cutters) ASCs, which will be used to secure critical shipping lanes and protect energy and mineral resources in the Arctic region. With an icebreaker fleet, the Coast Guard would be able to control and secure the “Alaskan borders and Arctic maritime approaches, facilitate maritime commerce vital to economic prosperity and strategic mobility, and respond to crises and contingencies in the region,” per the agency’s press release.
The Arctic contains a lot of resources: Oil, natural gas, rare earth minerals, not to mention fisheries. Russia has a strong presence in the Arctic, given its dominance of the Arctic coastline. China, too, is looking to expand its presence in the Arctic. But when it comes to the one ship type that is essential to navigation in those waters, namely icebreakers, we're well behind the curve. That may be changing now.
The city of Galveston won't exactly turn away all the jobs and resulting economic activity this expansion will bring, either.
What's encouraging is that it seems this is a bipartisan priority, for now.
The project also supports Trump’s executive order to rebuild the domestic maritime industries and workforce.
The shipyard modernization project builds on Davie’s commitment under the Biden administration to participate in the U.S. government’s trilateral shipbuilding agreement with Finland and Canada. Dubbed the Icebreaker Collaboration Effort, or “ICE Pact,” the deal aims to foster collaboration to produce vessels more efficiently and cost effectively for domestic and export markets, according to a press release.
Of course, the Sanders/AOC wing of the Democrat Party would likely slam the door on this project at a moment's notice. They are, after all, routinely against anything that might be good for the United States.
