From the "Probably Well-Meaning, but Dangerous" file, we bring you this: a Virginia law that allows illegals to remain in high school through the age of 22 is under fire after a 19-year-old Venezuelan man was arrested earlier this month after being accused of groping at least nine teen girls in the hallways of Fairfax County High School.
The accused man in this case is Israel Flores Ortiz, an illegal from El Salvador who crossed the southern border in 2024 and was released unsupervised into the country under lax Biden-era policies. Ortiz's case made headlines because the Fairfax County prosecutor's office, run by the odious Steve Descano, wanted the man released from jail and returned back into the community.
Luckily, a judge disagreed with Descano's office and refused to release the illegal. At the same time, Fairfax County Sheriff Stacey Kincaid has indicated she will not honor an ICE detainer against Ortiz unless it's accompanied by a criminal judicial order.

The Israel Ortiz case also has many people, including parents of the groping victims, wondering why this grown man, reportedly a junior, was at the school in the first place. It turns out the answer is found in Virginia Code § 22.1-5, which allows "English as a second language" students to remain in high school until their 22nd birthday provided they entered the United States after the age of 12. Meaning, an untold number of illegal men are roaming the halls of Virginia high schools and mixing in with teen girls.

Virginia Code § 22.1-5(D) explicitly states: “School boards may accept and provide programs for students for whom English is a second language who entered school in Virginia for the first time after reaching their twelfth birthday, and who have not reached 22 years of age on or before August 1 of the school year. No tuition shall be charged such students, if state funding is provided for such programs.”
If you've had a student in Virginia public schools, particularly in the northern part of the commonwealth, in recent years, you'll be well aware of the fact that ESL students are increasing rapidly in number, and an ever-growing amount of resources are diverted to them. Taxpayers bear the burden, of course, and now we're paying to give grown men access to teen girls.
(Special education students, too, can stay in Virginia schools until age 22, but they are heavily supervised throughout the day because mixing adults and teens can be, as we're seeing, quite dangerous.)
