The Harris County Criminal Justice Center is in central Houston, on Franklin Street near Quebedeaux Park and sharing grounds with the Harris County Records Center and across Commerce Street from the Community Supervision & Corrections Department headquarters. It's unknown at this point if there is any connection to any of these county offices. This would appear to be an area with a significant law-enforcement presence.

Update: One report indicates that the suspected shooter is "no longer a threat to the public."

Harris County Sheriff Ed Gonzalez reported the shooting, which occurred outside of the Harris County Family Law Center at 1115 Congress St., in a post to X just after 12:30 p.m. Monday. He subsequently wrote that the suspected shooter was shot at the scene by a deputy from the sheriff’s office.

Harris County District Courts, in a Facebook post shortly after 1 p.m., said the suspected shooter had been apprehended and there was “no longer a threat to the public.”
“We urge the general public to avoid the courthouse district until further notice as law enforcement continues to secure the area and conduct a full investigation,” Harris County District Courts wrote in its post. “Court operations in the vicinity may be temporarily suspended or delayed.”

The Houston Police Department is leading an investigation into the shooting, according to Gonzalez.
