Dating back to the Democrat primary debates in 2019, former President Joe Biden and former Vice President Kamala Harris had a rift between them, but they decided to put away their differences and join a ticket for the general election in 2020.
For those who may not remember, when Harris indirectly called Biden a racist on the debate stage, former First Lady Jill Biden was — and might still be — furious with Harris.

It is also worth noting that Kamala was also in support of this, but during the debates, Biden openly told illegal aliens to come into the country if he were to become president. He became president, the illegals began coming to the border with "Biden, please let us in" t-shirts, and when the crisis became even worse than expected, he named Harris as the border czar. Harris was unable to climb out of that mess, and it seemed like Biden had perfectly set her up to fail. Not to mention him waiting so long before officially dropping out and then telling Harris not to badmouth him, or he would tank her in Pennsylvania, it's no secret that the Biden family did not approve of Harris advancing her political career. For the sake of the country, thankfully, she was not able to win the general election in 2024.

Although America dodged her in 2024, polls indicate her as one of the favorites to become the Democrat nominee in 2028. Whether it's Harris, Gov. Gavin Newsom (D-CA), Gov. JB Pritzker (D-IL), or Rep. Alexandria Ocasio-Cortez (D-NY), that group gives the GOP the best chance at winning again in 2028.
This is the latest poll, and although early, I can't imagine the DNC wanting Newsom and Harris to run against each other, for various reasons, but the biggest one being exposing each other's corruption in California over the years.

Having said that, if these are the options, Newsom has cozied up to Biden throughout his presidency, as Biden flew to California to campaign for Newsom during the recall election in 2021. If Biden were to make an early endorsement, assuming these are the candidates leading the field at that time, he would undoubtedly support Newsom. He might not outright endorse him, but would be on the campaign trail for him, and among Democrats, Biden remains popular enough for a candidate of his choosing to gain votes off his support.
Biden would do Harris a favor if he did not support any of the candidates during the primaries and kept his endorsement for the general election. Biden is not nearly as popular as he was during the 2019 primaries; however, among some Democrat groups, especially in Pennsylvania, he still has his diehard supporters, which could propel whichever Democrat candidate he decides to back during the primary election.
If the Bidens wanted to, they could cost Harris the opportunity of becoming the nominee again, and they have nothing to lose at this point. On the other hand, they could stay out of it, allowing Harris to become the nominee and be handed another embarrassing defeat in 2028. But for the GOP, Harris or Newsom would be a welcoming nominee due to the amount of baggage each comes with.
There is still time before the primary begins to take shape, but expect a large field of candidates. A non-politician could swoop in and take over the primaries, or the Democrats will have to decide which politician to go with. Biden could put a dent in Harris' hopes of becoming the nominee again, but it remains uncertain whether they will get involved in the process. As of now, Biden seems to be ignoring Harris after her 107-day memoir was released.
