Senate Democrats, with Senator Chuck Schumer (D-NY) hovering over them like a huge, dark, vulturine figure, have blocked yet another attempt by the Senate to pass the House-passed continuing resolution (CR) and reopen the federal government. This latest vote was the 13th. On Saturday, the government will have been partially shut down for one month.
Senate Democrats on Tuesday blocked Republicans’ 13th attempt to reopen the government after having nearly a week to mull their options — and with a series of pressure-point deadlines rapidly closing in.
On the 28th day of the shutdown, Senate Majority Leader John Thune, R-S.D., tried to advance the House-passed continuing resolution (CR) and was again foiled by Senate Minority Leader Chuck Schumer, D-N.Y., and the Democratic caucus.
Failure to reopen the government on Tuesday came as air traffic controllers missed their first payday. The military is set to miss its first full payday on Friday. Then there is the looming cliff for federal nutrition benefits on Saturday — the same day as open enrollment begins nationwide for Obamacare.
Some Republicans in the House and Senate are considering short-term stopgap bills to get the military, air-traffic controllers, and other essential workers paid, as well as food benefits funded, as this thing just drags on and on.
Speaking of food benefits: An article at The Hill points out that the Supplemental Nutrition Assistance Program (SNAP) will likewise run out of money on November 1st.
The Senate on Tuesday failed to reopen the federal government for the 13th time, as the shutdown hit the four-week mark. It failed in a 54-45 vote.
Supplemental Nutrition Assistance Program (SNAP) benefits are days away from running out, and the largest federal worker union has called for a deal. Meanwhile, one GOP senator is floating a plan to pay furloughed and essential workers.
All of this can - must be placed at the feet of the Senate Minority Leader.

Largest Federal Workers Union Pressures Democrats to End Schumer Shutdown, Ensure All Back Pay
Even as we point at Chuck Schumer and shout "J'Accuse!" in the manner of Émile Zola, we have to give Democrats some grudging credit for sticking together. The Democrats have always been good at cohesiveness; perhaps it is the collectivist mindset. Republicans' leaders have to do a lot more cat-herding to keep their caucus all heading in the same direction. But if there ever was a time for Chuck Schumer to prove himself capable of a reasonable action, this would be it. But instead, Senator Schumer is pointing his own finger at President Trump.
Schumer railed against Republicans ahead of the vote, and blamed President Donald Trump for being overseas this week as a reason that no forward progress was being made on reopening the government.
Does Senator Schumer, despite having been an elected official since the Mesozoic, not understand the separation of powers? That the president has no role in the ongoing budget process? But that the president does, in fact, have primary responsibility as head of the executive branch in dealing with foreign powers? Does Senator Schumer not remember, deep in the darkest recesses of his mind, that the President of the United States often goes to speak personally with the leaders of our best allies - like Japan?
We can presume that Senator Schumer remembers these things. But he's running scared, from the younger members of his own party, who are consumed with Stage V Trump Derangement Syndrome. Until enough Senate Democrats get tired of all this, Chuck Schumer seems likely to keep the shutdown going.
