WATCH: Joe Biden Goes on 'Morning Joe,' Appears to Read From a Script and Starts Screaming Incoherently

The comeback tour continued for Joe Biden on Monday morning with a brief stint on MSNBC. The president called into "Morning Joe," a show hosted by two of his biggest fans, in yet another attempt to soothe the souls of Democrats worried about his ability to win in November.

Notably, Biden did not appear on video, and if you pay attention to the pace of his speaking, it sure sounds like that was because he was reading from a script. Even then, he still managed to faceplant throughout the "interview."

BIDEN: (Incoherent)...Joe, let me say it this way. The reason I've been out on the road so much all over the country, and while Trump is riding around in his golf cart, filling out his golf card, golf cart before he even hits the ball, but anyway.

It wasn't long before the president got angry, as he's prone to do. When pressed in even the slightest degree about his fitness for office, he lashed out multiple times, distorting the phone and calling Scarborough "pal" while screaming "watch!"

BIDEN: The American public is not going to move away from me, as the average voter. And again, I'm here for two reasons, pal! One, to rebuild the economy for hard-working middle-class people, give everyone a shot, just a straight shot, everybody gets a fair chance! Number one. Number two, remember all this talk about how I don't have the black support? Come on, give me a break. Come with me, watch! Watch! 

I'm getting so frustrated by the elite (or leak?). No, I'm not talking about you guys, but the elites in the party, who, they know so much more. But if any of these guys don't think I should run, run against me. Go ah...announce for president. Challenge me at the convention.

At one point, Biden tried to repeat the "suckers and losers" falsehood, which has been debunked by dozens of former officials, including several who are not pro-Trump. He added a new wrinkle this time, though, claiming that he was with Trump when it was said. 

Notice how little it takes to get Biden roiled up. Just a few questions in, he was off script and shouting, spending most of the rest of the interview distorting the phone line because he had no sense of what he was doing. 

When asked about the debate and whether he has taken any cognitive tests, he claimed he's "been testing himself." 

BIDEN: Look, um, I had, before, I was feeling so badly before the debate, when I came back, I had, they tested me for, I thought maybe I had COVID, maybe there was something wrong, I had an infection or something. They tested me, they gave me those tests, I was clear, but look, I had a bad night. But the fact of the matter is, look at what I'm doing, I mean, let me put it this way, if there was something that was wrong that night, it's not like it's (inaduable) that's one night and goes away. 

That's why I've been out, I've been testing myself, been testing everywhere I go, going out and making the case. The night of the debate, I went out, I was out until 2:00 in the morning, that very night! That very night! It drives me nuts, people talking about this!

Does the president believe that his performance since the debate has been markedly better? Because I can assure him that it hasn't been. He's been just as senile as he was on that stage in Georgia, which makes his entire excuse about being sick rather irrelevant.

Biden was also asked to reassure Americans concerned about his health. 

BRZEZINSKI: How can you assure the American people that you won't have another night like the one you did in Atlanta?

BIDEN: Look at my career. I've not had many of those nights. It was a terrible night, and I, I really regret it happened. But the fact of the matter is, how can you assure you're gonna be on, you know, fate that can intervene on your way to work tomorrow?

I'm not sure essentially telling voters that he could drop dead tomorrow is the best strategy there. Regardless, for Biden to say "Look at his career" while claiming he's "not had many of those nights" referring to the debate is laughable. His career has been a trainwreck of gaffes, but in the past few years, he has clearly mentally declined to the point where he can't have a good night. Every public appearance is marked by his senility in one way or another, including this phone interview.

Still, the big story from the interview was that Biden isn't going anywhere. Amid his ramblings, he stated that several times. 

BIDEN: I'm not letting up, Joe. I'm not letting up a little bit, and by the way, you know, you know, France registered, you know, look, you talk about Europe...

Any plan to push Biden aside will fail. He's simply operating as a proxy for Jill and Hunter Biden, and they aren't letting go of the grift. Barring a health emergency that truly forces him out of the race, the president will remain in until November, and the chips will fall where they may. Right now, that seems to heavily favor Republicans, but we'll see. It's a long time until Election Day. What's certain is that Biden is mentally incompetent, whether his party has the guts to do the right thing or not.
