Man Convicted of Running Chinese ‘Police Station’ in NYC - How Many More Are There?

During President Trump's visit to China this week, there will be many things on the agenda to discuss with Chinese President Xi Jinping. They will discuss things like the war in Iran, trade, and fentanyl. But there should be one other topic: Chinese "police stations" right in the heart of New York City.

On Tuesday, Lu Jianwang, 64, also known as Harry Lu, was convicted of acting as an illegal foreign agent for running a police station for the Chinese Communist Party (CCP) in New York City. According to a statement from the Department of Justice, Jianwang was also convicted of obstructing justice for deleting online messages. Prosecutors say that the deleted messages were direct orders from Beijing to crack down, silence, harass, and intimidate dissidents.

The problem: This is not something that has just popped up. Jianwang set up this particular station in the Chinatown neighborhood of Manhattan in 2022 with co-defendant Chen Jinping. This appears to be part of a bigger plan. Jianwang attended a Fujian province event where China's Ministry of Public Security declared that 30 more police stations would be opening globally. U.S. Attorney Joseph Nocella said this about the under-the-radar police station:

“A police station operating in New York City at the direction of the Chinese government has been exposed, its sinister purpose disrupted, its founder held accountable for blatantly disregarding the law and our country’s sovereignty.”

So, what allegedly goes on at a Chinese police station in the U.S.? The "official" story is all very innocent. It is a "community center," where people can renew their Chinese driver's licenses without having to go back to China. But if you live here, why do you need a Chinese driver's license? Jianwang's attorneys say that it is also a gathering place to play ping pong and mahjong. However, there are reports that the police station shares space with the American ChangLe Association, which may have ties to the CCP, according to a group called Influence Watch. 

During the trial, Assistant U.S. Attorney Antoinette Rangel stated that even though Jianwang was the main player in setting up the station, he was taking orders and was a foot soldier for the CCP, saying: 

“The police station wasn’t the defendant’s idea or initiative, this was the Chinese government. This was the Chinese government’s plan and the defendant made it happen.”

But the most chilling aspect of this is that in 2023, it was reported that there were at least 102 known or suspected such stations in 53 countries. Besides New York, there were Chinese police stations identified in Los Angeles, Houston, and Sacramento, plus smaller stations in Nebraska and Minnesota. If there were that many three years ago, what might the situation be now, and better yet, how the hell does it happen in the first place?

Jianwang faces up to 10 years for acting as an illegal foreign agent, and up to 20 years for the obstruction charge. He is out on bail before his sentencing.
