Bob Corker is a little man who chairs the impotent Senate Foreign Relations Committee. The two traits have conspired to require him to feel relevant and stretch his little legs. Back when Republicans were debating how to allow President Obama to raise the debt ceiling without the GOP being blamed, they came up with a novel solution. They’d allow the debt ceiling to be raised, but allow votes of disapproval that President Obama could veto. That allowed them to set a 2/3 vote in order to block the increase by overriding President Obama’s veto.
That is the genesis of Bob Corker’s constitutional abdication done because he feels compelled to feel needed in the process. The Constitution requires a two-thirds vote of the Senate to ratify any treaty of the United States. Turning that on its head, no doubt so it is eye to eye with Corker, he now wants a two-thirds vote to disapprove of the treaty with Iran.

Corker, instead of demanding Senate ratification of the deal with Iran, wants to set a super-majority bar in order to block the Iranian deal. President Obama steered the deal as an executive agreement that does not require congressional consent. Corker, trying to get in on the action, is willing to give away the kitchen sink and a few mushroom clouds, just to feel relevant and give his committee some work.
This is a dangerous precedent — requiring a super-majority to disapprove a Presidential action. It is not within the confines of the constitution and is just a clever way for Republicans to try to claim they oppose something they are actually doing nothing to stop.
The long and short of it is that the GOP in Washington lacks the testicular fortitude to fight Obama and are instead left to invent extra-constitutional processes by which to look relevant when they’ll do nothing to be relevant.
Bob Corker’s solution, borne of an arrogant need to be part of the process without actually having responsibility, should be dead on arrival at the wall of common sense. Conservatives in Washington should oppose it and when Iran finally lights up the night sky with a mushroom cloud, we should not hesitate to call it the Corker-Obama constellation. They will have, together, contributed to the creation of a nuclear Iran.
