With every generation comes new technology that, from the many generations before, tends to elicit the side-eye. It brings to mind the age-old dilemma that new technology can certainly be used for good, but if it falls into the wrong hands, it can also be used for evil purposes. The advent of television brought us what was thought to be the too suggestive movements of Elvis Presley, but it also brought us "Sesame Street" before it went woke. The internet has reunited families, but also given rise to online pornography. Now, artificial intelligence (AI) appears to be the next thing that could go south in a very dangerous way.

While we may not be fans of the United Nations (U.N.), they've issued a new report warning of a very real threat. Titled "Algorithms and Terrorism: The Malicious Use of Artificial Intelligence for Terrorist Purposes," the report details the chilling reality that terrorists are also discovering the wonders of AI. The report reads in part:
“Reflecting on the extensive history of terrorism and vehicles, increased autonomy in cars could well be an amenable development for terrorist groups, allowing them to effectively carry out one of their most traditional types of attacks remotely, without the need for a follower to sacrifice his or her life or risk being apprehended.”

For Americans, that disturbing scenario immediately brings to mind the 1995 Oklahoma City bombing of the Alfred P. Murrah Federal Building. Timothy McVeigh parked a Ryder truck in front of the building, filled with a deadly combination of fertilizer and explosives, and was sentenced to death for his role in the bombing. The U.N. report states that AI-driven vehicles, like the self-driving Waymos, could be the next weapon of choice for terrorists, whose favorite targets are crowded areas.

William Allchorn is a senior research fellow at the International Policing and Public Protection Research Institute. While the Institute is based in the U.K., his prediction is certainly not limited to across the pond, and could very well end up coming to an American city. Allchorn stated:
“The likelihood of co-ordinated attacks using hijacked or self-made AVs [autonomous vehicles] in the near future, ie five to ten years, is moderate to high and should be on the radar of all national security services and practitioners in the UK as a possible threat. Terrorist groups hijacking AI-driven vehicles to launch mass casualty attacks is a real but currently limited threat, with increasing potential as the technology matures and proliferates.”
In the U.S., self-driving vehicles are not limited to cars. Last month, Aurora became the first trucking company to launch self-driving 18-wheelers. Right now, the company only operates the trucks between Dallas and Houston, but plans on expanding its fleet. It's not hard to figure out what level of death and destruction an AI-powered Semi could deliver in the hands of terrorists.

The report goes on to encourage, "...the global community, industry and governments to proactively think about what we can do collectively to ensure new technologies are used to bring good and not harm.” Fortunately, however, while we are waiting for that to happen, law enforcement has the same access to AI and can use it for things like decoding communication between Islamic extremists and other terrorist groups.
No doubt, artificial intelligence has the potential to do great things. But it is also becoming the next battleground in the war on terrorism.
