Criminals are bad enough, and organized crime is worse. But when one of the very officials in whom we place the public's trust, one of the people we rely upon to protect and serve the public, switches sides and starts working for organized crime, that may be one of the worst offenses. This is a betrayal of the public's trust, and it undermines our faith in these institutions.
That's precisely what happened in the case of Jesse Clark Garcia, a former Customs & Border Protection officer, who pleaded guilty last year to nine counts related to aiding cartels in smuggling drugs into the United States. He has now been sentenced to nine years in jail.
Garcia admitted the scheme had been underway since at least 2021.
According to federal prosecutors, Garcia and fellow former CBP officer Diego Bonillo used an emoji-based code in text messages to communicate their work schedules and lane assignments with traffickers.
The information allowed the cartel-linked organization to route vehicles carrying drugs through the officers’ lanes, where the vehicles were allowed to enter the U.S. without inspection.
Garcia also allegedly manipulated CBP’s duty-switching policies to put himself in inspection lanes where he wasn’t originally scheduled to work.
Why would Garcia do this? Well, it wasn't the traditional 30 pieces of silver, but it was $10,000 for every drug smuggler he let through his checkpoint. This is a man in whom the federal government, the Customs and Border Protection agency, and the people of the United States placed a great deal of trust in an important job, and he sold out. He sold out to the very people bringing poison into our country. He sold out to criminals who are dealing harm and death to the American people.
The Department of Justice has issued a press release on the matter, which states in part:
“Jesse Clark Garcia showed total disregard for the oath he took as a CBP Officer to protect our communities when he knowingly and repeatedly allowed cocaine, methamphetamine, and fentanyl into our country,” said Special Agent in Charge Mark Remily of the FBI San Diego Field Office. “FBI San Diego and our partners work tirelessly to ensure those individuals dishonoring the badge are held accountable. The corrupt few do not represent the whole of the federal law enforcement workforce. Today’s sentence demonstrates the FBI’s commitment to rooting out those unworthy individuals and paving the way for justice to be served.”
Dishonoring the badge is as apt a description as one is liable to find for this. The only real question remaining here is this: Why only nine years? This seems something for which the sentence should run into decades. And here's the thing: Garcia was caught, as so often seems to be the case, through his own stupidity in flaunting his ill-gotten gains.
Federal prosecutors said Garcia used his illegal proceeds to fund a lifestyle well beyond what his government salary could support.
His purchases included a luxury vehicle and a San Diego residence, while he also co-owned an equine racing business and was building a ranch in Mexico, according to the U.S. Attorney’s Office.
Garcia was apprehended in Mexico in May of 2024 and handed over to the United States authorities pursuant to a federal warrant.
The arrest and now sentencing of Jesse Clark Garcia won't completely undo the damage that was done. This almost certainly isn't the only place the cartels are using this method, and we can't rely on all of the corrupt to be as blatant in their spending as Garcia was. The cartels that employed Garcia are still operating. It seems unlikely that this was their only avenue for smuggling drugs across the border. These people are evil, but they aren't stupid; at least the higher echelons of the cartels are not, and they no doubt have more people in positions of trust in the United States on their payroll. It's a war that will likely never end.
But this route, at least, is closed. Garcia's accomplice, former CBP officer Diego Bonillo, was sentenced to 15 years in federal prison in November of 2025 for his part in the scheme. Now Garcia will be doing time as well. Good.
