A SIM card, or Subscriber Identity Module, is the heart of your tablet or cellular phone. It stores your subscriber information, allowing you to access the cellular network, to send messages, to make calls, and so on. They are found in cellular phones, in tablets, laptops, satellite phones, smart-watches, computers, cameras - in a huge range of electronic devices.
They can also be used to disrupt those communications. The United States Secret Service recently uncovered a "SIM farm," a clandestine operation consisting of 300 co-located SIM servers and 100,000 SIM cards. This setup had the potential to severely damage cellular communications in the New York area.
The U.S. Secret Service dismantled a network of electronic devices located throughout the New York tristate area that were used to conduct multiple telecommunications-related threats directed towards senior U.S. government officials, which represented an imminent threat to the agency’s protective operations.
This protective intelligence investigation led to the discovery of more than 300 co-located SIM servers and 100,000 SIM cards across multiple sites.
In addition to carrying out anonymous telephonic threats, these devices could be used to conduct a wide range of telecommunications attacks. This includes disabling cell phone towers, enabling denial of services attacks and facilitating anonymous, encrypted communication between potential threat actors and criminal enterprises.
While forensic examination of these devices is ongoing, early analysis indicates cellular communications between nation-state threat actors and individuals that are known to federal law enforcement.
Note the key operating phrase here - "...communications between nation-state threat actors and individuals that (sic) are known to law enforcement." That indicates that a foreign power is at least in part supporting this effort. The list of possibilities here is not a short one, but the news/commentary site The Blaze reports that China may be involved.
The SIM networks were put in place and are managed by China’s Ministry of State Security, an ultra-secretive, massive espionage agency that has grown in prominence and global activity in recent years, according to the journal China Leadership Monitor.
The MSS employs more than 800,000 people, nearly double the Soviet KGB at its peak. The MSS “now operates worldwide at a scale and tempo not seen in decades,” China Leadership Monitor wrote in a recent newsletter.
Several officials who spoke with Blaze News anonymously said the establishment and use of this destructive network by China should be considered an act of war. The potential threat to America would be “second only to thermonuclear war,” one source said.
The Associated Press and the Public Broadcasting System have also picked up the story. As of this writing, The Blaze is the only source naming China specifically.

A significant attack on the American cellular communications network could be devastating. The Blaze isn't exaggerating when they quote their source, considering such an attack an "act of war," and while there are several nation-states who may like to pull off such an attack - Russia, North Korea, and Iran, to name a few - China seems uniquely suited, technologically and tactically, to carry out such an operation. Disrupting even a local network, like in the New York area, has the potential to disrupt not only personal communications but the media, business communications, emergency services, and government services. It's unclear how much damage could be done or how long-lasting it may be. These SIM farms do not appear to have the capacity to physically damage cellular infrastructure; such an attack could still have far-reaching consequences, and this particular instance took place in the vicinity of the United Nations building at the time of the recent General Assembly, as the Secret Service points out.
“The potential for disruption to our country’s telecommunications posed by this network of devices cannot be overstated,” said U.S. Secret Service Director Sean Curran. “The U.S. Secret Service’s protective mission is all about prevention, and this investigation makes it clear to potential bad actors that imminent threats to our protectees will be immediately investigated, tracked down and dismantled.”
These devices were concentrated within 35 miles of the global meeting of the United Nations General Assembly now underway in New York City. Given the timing, location and potential for significant disruption to New York telecommunications posed by these devices, the agency moved quickly to disrupt this network. The U.S. Secret Service’s Advanced Threat Interdiction Unit, a new section of the agency dedicated to disrupting the most significant and imminent threats to our protectees, is conducting this investigation. This investigation is currently ongoing.
Again, as of this writing, the Secret Service, which is spearheading the operation, has not made any statement as to which nation-state actor they suspect in this investigation. But it's not an unreasonable guess to look askance at Beijing in this matter. China, no matter how much we do business with them, no matter how many Chinese goods are imported into the United States, is not our friend. They are at best a rival and have the potential to become a serious enemy.
Our national leaders would do well to remember that.
