Jon Ossoff (D-Ga.), is again demanding unprecedented details and justifications for Secretary of War Pete Hegseth’s personnel and chain of command decisions, including promotion lists. The senators are pressing for the specific legal authorities, criteria, and processes used, along with any reasons beyond standard military performance, qualifications, or conduct. They also requested demographic breakdowns of promotions and removals to flag and general officer ranks.
The request comes amid ongoing partisan attacks on the U.S. military’s service promotion boards. Hegseth previously confirmed the removal of officers from promotion lists in April testimony and said he would do so “when they need to be removed in order to ensure we have the right leadership in those services.” Being selected by a promotion board does not guarantee advancement; under longstanding law and Department procedures, the Secretary (and, for certain grades, the President) retains authority to delay or remove officers from promotion lists for reasons including professional qualification, conduct, or fitness for leadership.
A senior Trump administration official, speaking on the condition of anonymity to discuss internal personnel matters, pointed RedState to the case of a Navy captain who was passed over for promotion to rear admiral despite having commanded one of the service’s most prominent ships. According to the official, the officer had hosted a Pride Month celebration aboard the amphibious assault ship USS Tripoli in 2022 that featured prominent displays of rainbow and transgender flags. The account closely tracks a widely circulated description of the episode that has circulated in conservative circles. The episode could be an indication that several officers removed from recent promotion lists had documented involvement in questionable or prohibited activity.

Critics on the left have predictably framed these actions as an example of the Hegseth-led Pentagon targeting women and minorities, but several white male officers have been removed from promotion lists as well. Pentagon leadership has consistently defended the approach on meritocratic grounds. Pentagon Chief Spokesman Sean Parnell told RedState that “The Department of War rejects this partisan letter as an attempt to re-politicize military promotions and drag the Armed Forces back into the failed identity politics and DEI experiments that hollowed out readiness under the previous administration.”
Parnell's statement shows the Department believes the removals align with the broader directive to restore a military focused on lethality, cohesion, and readiness rather than social engineering. Promotion boards operating under prior administrations had increasingly incorporated DEI considerations, sometimes elevating officers whose records emphasized identity advocacy over operational excellence. Hegseth’s adjustments correct that drift without regard to race or sex, as evidenced by white officers being passed over for the same reasons.
The Democrats’ letter, with its call for demographic data and expanded justification requirements, seemingly seeks to reimpose political scrutiny on decisions meant to prioritize the best leaders for the force. As the Senate letter demands a response by August 30 amid ongoing NDAA debates, the move keeps politics and identity at the center of who rises to lead America’s warfighters.
Parnell indicated that the Pentagon will stand by their approach despite Ossoff's attempt at politicizing chain of command decisions. "Promotion decisions are driven solely by merit, prioritizing the best, most capable warfighters to deter our adversaries and win our nation’s wars," Parnell said. "We will not entertain demands for demographic scorecards or endless justifications that treat our military as a social experiment rather than the lethal fighting force it must be. America’s service members deserve leaders selected for excellence, not equity quotas, and this administration will continue delivering exactly that with confidence and resolve.”
