Oh, Good: Google Is Making It Easier for Political Fundraising Emails to Reach Your Inbox

Election season email is about to get worse. After years of Republican complaints about biased spam filtering, Google is giving political fundraisers a way around Gmail's usual spam filter.

Google’s Verified Sender Program opens September 8 to qualifying candidates, parties, political action committees, and other political groups. Approved senders will bypass Gmail's standard spam filter. The program starts just 56 days before the November 3 midterm elections. 

Google posted the change to its Help Center Monday without a formal announcement. It also began contacting political committees that day, according to people familiar with the outreach. 

Google framed it this way:

"This program is designed to connect people with the emails they want to receive..."

Users can still unsubscribe, block the sender, or mark the message as spam. Until they do, approved political mail gets a better shot at the inbox.

Only Section 527 political committees registered with the Federal Election Commission (FEC) or a state, local, or tribal authority qualify. Campaign Verify will check each sender domain. The domain must point to the committee’s public website and be tied to a verified Postmaster Tools account. The domains also need Sender Policy Framework (SPF) and DomainKeys Identified Mail (DKIM) email authentication, which help Google verify the bulk sender.

Campaigns do not receive an unlimited pass. Google will require participants to keep their spam complaint rate below 0.3 percent, measured over a 14-day average

"If users mark more than 0.3% of your emails as spam over a 14-day average, you will violate this policy."

Google may remove committees that violate its rules. Their messages could continue going to Gmail addresses, but they would once again face the standard spam filter.

Google calls it a feature. Republican campaigns call it overdue. Gmail users may call it something else entirely.

Democrat digital strategist Kenneth Pennington wasn't pleased: "Gmail users are going to be flooded with unwanted political spam because Google decided to create a VIP lane for campaigns."

Republican campaigns have spent years documenting how Gmail buried their fundraising pitches while Democratic emails landed without trouble. A 2022 NC State study put the gap at 59 percent more Republican emails flagged as spam. Will Kiley, communications director for the National Republican Congressional Committee (NRCC), welcomed the new program. "Google's algorithm silenced Republican voices, burying our emails in spam while Democrats' landed in the inbox."

The fight reached court in 2022, when the Republican National Committee (RNC) accused Google of routing millions of its emails to spam for partisan reasons. A federal judge threw out the case, expressing sympathy for the RNC's allegations, but ruling it hadn't cleared the legal bar. The Ninth Circuit rejected the RNC's appeal in January. Google says user behavior and other neutral signals, not politics, drive its filters.

Targeted Victory, a large Republican campaign and PR firm in Northern Virginia, ran a controlled test last August. The firm sent matching emails, changing only the donation link. The ActBlue version arrived normally. The WinRed version drew warnings that it looked suspicious or unsafe. Google denied any bias, saying its protections worked the same way for every sender, even though Gmail had been relying on a Dutch firm's blacklist that flagged WinRed but not ActBlue. 

Approved groups get their shot on September 8. After years of complaints, lawsuits, and documented evidence of bias, Google is finally offering Republican campaigns a level playing field, 56 days before Election Day.
