Debt Deal Vote Secret: The Real Fight Will Be in the Senate Not the House of Representatives

Ahhh, the United States Senate. An austere body of legislators who take the white-hot passion of the gang over in the House of Representatives and their spending bills and rationally debate the white-hot garbage well-meaning bills it is sent and try to improve.

That generally only works in the movies, folks.

As I was thinking about the upcoming debate today about the deal struck by President Joe Biden and Speaker Kevin McCarthy last Saturday and still marveling about how we still have some semblance of Free speech in this land (Post Memorial Day Thoughts on Freedom of Speech and Elon Musk’s Twitter Gamble) this thought once again occurred to me.

The fight is pretty much over in the House of Representatives, hours before the debate begins. Now, I know that some in Congress and the media are going to do their best to fan the flames of a fight. That part has already begun as my colleague Brittany Sheehan touched on yesterday in this post: House Freedom Caucus Slams the Debt Ceiling Deal.

Chip Roy expressed that Americans were promised a change in Washington and that the deal was causing a divide in the previously unified Republican conference, saying:

My friends here who have been for a long time making clear to the American people its time for things to change in Washington. Now, we’ve been saying that for a long time and finally in January we did something about it and we forced a change and the American people responded., and for five months, that change was being seen, because we were a unified Republican Party standing up for the things we actually run on.

Unfortunately, last week there was a breach.. there was a breach in the structure that we agreed to put in place, to make sure that we were representing the American people through this, heretofore, united Republican conference. The Republican conference right now has been torn asunder and we are working hard to put it back together again this weekend by making sure this bill gets stopped.

Congressman Roy and others may force a vote to replace McCarthy as Speaker later on but the bill that Biden and McCarthy agreed to will pass the House and be sent to the Senate. Now, for the time being, that is where the action will be.

Senator Ted Cruz on Saturday tweeted this about the deal.

He’s right. There’s not “one thing” for Dems.

There are $4 trillion things—a blank check—for Democrats.

Plus 87,000 things: new IRS agents to harass Americans.

All in exchange for eliminating virtually ALL of the House’s spending cuts.

Sen. Mike Less is not a fan, saying “Dems love this deal.”

Sen. Rand Paul already has an alternative idea, seeing as he thinks the original deal sucks.

The Biden-McCarthy Fiscal Responsibility Act is anything but responsible. Only in Washington is spending more money than we used to spend considered a “cut.” That’s why I’m introducing the conservative solution.

The GOP majority in the House is razor thin and even if the GOP had 30 people peel off Joe Biden would whip Democrats to cover the difference and will pass this bill by at least one vote in the People’s House. The rules in the lower chamber are generally much more restrictive in terms of debate and that is watched over by the Speaker who negotiated this deal.

However, in the Senate, the minority party led by Mitch McConnell will have a little more maneuvering room to slow the whole kit and kaboodle down if they so choose. They could force votes on alternative bills like Rand Paul’s, they could try to load it up with amendments, and then the last option that they have is a filibuster.

Generally, the filibuster is the last option but if the Senators that I listed above are 100% committed to this bill being gutted or definitely changed for the better they could all attempt to filibuster and the media will try to ignore it but in the age of social media will not be able too.

A modern-day filibuster on the future of the country’s debt and how we spend money is long overdue and the Senate is the only place that this debate can happen and where we could actually see a give-and-take between people who are saying they’re fiscally responsible and the other side that just want to spend as much money as possible because they’re not going to live long enough to actually pay any of it back.

So while the proceedings are taking place today in the House and I’m sure great points will be made by the freedom caucus members and others who are truly concerned about the direction of the country, the fight is over on their side.

The real fight begins when the House bill is transmitted over to the Senate and the upper chamber starts to flush out how they are going to respond.

I’m so happy that when that debate happens that C-SPAN 2 will be covering everything gavel the gavel and this political nerd will be glued to the TV the whole time.
