While it's pretty undeniable at this point that parts of downtown Portland have been turned into a no-man's land thanks to Antifa-led agitators, a larger share of the blame goes to their enablers in the Democrat Party, most notably the ones in leadership positions at local and state levels, as well as in the U.S. Congress.
For instance, there's been Sen. Ron Wyden, who proclaimed in late September that President Trump was "launching an authoritarian takeover of Portland hoping to provoke conflict in my hometown," as though the conflict was not already provoked by leftist extremists themselves.
Then there was Oregon's other feckless Democrat senator, Jeff Merkley, declaring without evidence that "Trump's troops are deliberately attacking peaceful protesters to incite violence," leaving out the fact that some of the independent journalists who have tried to document what's happening have been assaulted, allegedly by the "peaceful protesters," while covering them.

And now, with the Trump administration in the middle of a legal battle with Oregon over Trump's authorization of troop deployment, DHS Sec. Kristi Noem, fresh off a visit to the ICE facility and meetings with city and state "leaders," is now lowering the boom on Portland, saying they're looking to buy more properties for ICE locations in the city:
The U.S. Department of Homeland Security is looking to buy more property in Portland.
At a meeting of the Cabinet at the White House on Thursday, Homeland Security Secretary Kristi Noem said she is “looking at new facilities to purchase” in Portland. She didn’t specify what kind of buildings, or for what use.
[...]
At the Cabinet meeting, she called the governor and the mayor “disingenuous and dishonest people,” and that she intended to “double down” if they didn’t improve security for federal officers working at the ICE facility.

Predictably, Mayor Keith Wilson has said he has no intention of complying with Noem's demands to beef up security in part by setting up buffer zones, and in fact, after she left, a barrier that had been put up came down:
One day after meeting with Homeland Security Secretary Kristi Noem, Portland Mayor Keith Wilson ordered the barriers near the ICE building in South Portland to be taken down, after pressure from several city councilors, a source familiar with the conversation told FOX 12 Wednesday.
The barriers were put in place after Noem’s visit Tuesday to appease federal officials’ demands over ongoing protests outside the ICE building in South Portland.
Mayor Wilson said federal officials had asked the city to tighten access around the facility, create “free speech zones” for demonstrators, and guarantee protesters would not block federal officers entering or leaving the site.
In response, the city left police tape barriers up around the ICE facility long after Noem’s visit, but they came down late Wednesday afternoon.
Geez. With an attitude like that, it's no surprise that Noem went the FAFO route.
