House Oversight Chair James Comer (R-KY) and Sen. Chuck Grassley (R-IA) were set to have a conversation today about that FD-1023 form that reveals an alleged bribery scheme from when Joe Biden was vice president, something where Biden was given money in exchange for policy decisions, according to a whistleblower who has seen the FBI form.
Comer has been trying to get the form from the FBI and had served them with a subpoena requiring them to turn it over by May 10. FBI Director Christopher Wray did not comply. Instead, the agency tried to blow smoke at Congress and say that this was opening discussions to talk about the issue. Both Comer and House Speaker Kevin McCarthy (R-CA) weren’t buying that malarkey, and said they had to comply or Wray would face a contempt charge; They gave them till May 30 to comply. Comer said they would start the process for contempt proceedings after the FBI blew the adjusted deadline.
Now, reports are out as to what was said on the call, that Wray told Comer and Grassley that they would be able to review the document in a secure setting.
🚨BREAKING: FBI Director Wray told James Comer and Chuck Grassley they will be able to review the FD-1023 form that alleges Joe Biden was involved in a criminal bribery scheme with a foreign national. This does not satisfy the subpoena’s requirement to turn it over to Congress. pic.twitter.com/19sNKmEzFi

Comer confirmed the nature of the call. One of the big takeaways was that the FBI finally admitted that they had the form (after trying to evade the question and not acknowledge that up until this point), and that they told Comer that he and Grassley would be able to view the form in a secure setting at the FBI headquarters. However, Comer said that didn’t satisfy the subpoena — which was that the FBI turn the form over to Congress.
🚨On my call with FBI Director Wray, the FBI finally confirmed the existence of the FD-1023 form alleging then-VP Joe Biden engaged in a criminal bribery scheme.
Anything short of producing these documents to @GOPoversight is not in compliance with my subpoena.

Comer said if they don’t turn it over, they’re still going to continue with the contempt proceedings.
Good for Comer. It’s ridiculous that you essentially have to threaten Wray to get him to comply with oversight requests, and that they wouldn’t even admit to anything until they are backed up into a corner. The claim that the FBI couldn’t turn it over because they have to protect sources is nonsense; they could redact and identify that, or they could have Congress commit to viewing it in their secure setting.
It should also be noted that Comer isn’t just seeking the form but information on what the FBI did about the form in terms of investigating it, and trying to verify or disprove the allegations.
Wray has offered to let the lawmakers view the record at FBI headquarters. NOTE: the lawmakers are seeking the record + related evidence of an FBI probe into the allegation, whether it was substantiated or found not credible.

Comer wants to see if they were being honest, by doing their job and pursuing the allegations. But it sounds like they didn’t comply with that.
This is a big win for Comer because they are going to get to see it, and they’re going to find out what the allegations are now—unless Wray tries to redact the whole thing. Given what the whistleblower said, it sounds like a smoking gun, if, in fact, it was money for policy actions.
So, guaranteed, watch for Democrats to lose their mind over the document and Comer pushing for it. And watch for action against President Donald Trump to distract from what is about to come out on Biden. Somehow, that always seems to be what we see when they start honing in on Biden.
