We’ve reported on the numerous preventable tragedies caused by illegal immigrant truck drivers who were somehow given commercial driver’s licenses and then went on to cause catastrophic accidents.
There was the awful Florida Turnpike crash in August 2025, where an Indian national made an illegal U-turn on the highway, causing a minivan to crash into it, killing three innocents. The driver reportedly failed at least 10 CDL tests. There was the tragic Oregon U.S. Highway 20 jackknife crash in November, which ended the lives of a just-married young couple. The driver, not surprisingly, had a California CDL.
Those are just some of the heartbreaking accidents that should never have occurred.
Sen. Jim Banks (R-IN) wants to put an end to it, and on Wednesday, he introduced the “Dalilah Law,” named after Dalilah Coleman, who was just five years old when she suffered a traumatic brain injury and multiple skull fractures after an 18‑wheel tractor‑trailer driven by an illegal alien smashed into her family’s stopped car.
“Too many Americans have been hurt or killed.” Banks wrote on social media. “We must act now!”

In his speech, Banks told Dalilah’s story:
When Dalilah was just five years old, she suffered life-changing injuries caused by an illegal immigrant driving a semi truck in California. And it was the Democrat State of California that gave the illegal immigrant his commercial driver's license. She is one of way too many people who have been hurt or killed by illegal immigrant truckers on our roads.
Thank God Dalilah, who we saw last night up in the gallery [at the State of the Union], is recovering well.

Banks’ bill would codify CDL regulations into law:
I'm answering President Trump's call, and today, I'm introducing the Dalilah Law in the United States Senate. The Dalilah law not only bars states from giving CDLs to illegal immigrants, but it also revokes all trucking licenses that are currently issued to illegals. and mandates that the CDL knowledge and skills test are only given in English.
This is common sense. This will be a commonsense law. And I hope that we will get a chance to vote on it in the Senate very soon.
It’s almost unbelievable that someone has to write a law to prevent illegals from driving 80,000 lb. trucks. How was it ever possible in the first place?
