In a Times-Picayune opinion piece, columnist James Gill introduces us to State Rep. Cedric Richmond, the Democratic nominee in Louisiana’s Second Congressional District. Richmond will square off against freshman incumbent Rep. Joseph Cao (R) in November.
LA-02 is a gerrymandered black-majority district, comprised of Orleans Parish (minus the mostly white enclaves of Uptown and Lakeview) and select precincts of neighboring Jefferson Parish. LA-02 was Bill (In His Freezer!) Jefferson’s fiefdom for 20 years, and Richmond was at one time a Jefferson protege. As one of the bluest districts in the country, Democrats regard this seat as a gimme.
While Cao’s votes have confounded conservative Republicans at times, he has represented what he sees as the interests of his constituents, and he had done so with an unimpeachable air of integrity and dignity. According to Mr. Gill, it appears that in Cedric Richmond the voters have a clear alternative to Mr. Cao’s positive character qualities.
[When Richmond] ran for the New Orleans City Council in 2005 [he] falsified his qualifying papers. The state Supreme Court not only kicked him out of the race, but suspended his law license. …
It is impossible to imagine, for example, that he [Cao] would ever get in a barroom brawl over a pool table. The news that Richmond had done so in Baton Rouge broke during the primary campaign, without any obvious effect on the outcome, and no doubt state legislators have suffered worse after-hours indignities than that. Still, it is possible we will hear more about that episode in the general election campaign.
It does sometimes happen that upstanding characters find themselves duking it out in a saloon, but upstanding characters, attorneys or not, never put their names to false declarations. That Richmond has done so did not faze any of the Democratic Party’s leading lights. U.S. Sen. Mary Landrieu, Mayor Mitch Landrieu and DA Leon Cannizzarro are among a slew of officials vouching for him.
So LA-02 will have a choice between a known liar, barroom brawler and Jefferson-trained corruptocrat, and a true American success story, an immigrant who left a Jesuit seminary to pursue law school and a dream of public service. On Nov. 2, we’ll see how many of the district’s voters can truly look beyond race and party affiliation.

Say what you will about Cao
redtillimdead (Diary) Wednesday, September 1st at 7:05PM EST (link)But I do not think you will find a congressman who cares more about his constituents. Also, Richmond donated $1k to Jefferson on August 25, 2006, just weeks before his primary which including 3 credible (one of whom is now in jail!) opponents, after the FBI found the 90k in his freezer. If he continues to strongly support people who are clearly very corrupt against strong Democratic opposition, what can we expect him to be like in Congress?

To bad for Cao
neum432 (Diary) Wednesday, September 1st at 7:19PM EST (link)If your a Democrat in this district, you need to be caught with a freezer full of cash to even have a chance to lose. Richmond has not done anything but try to cheat(a requirement for some Democrats), so he is a shoe-in.

Not necessarily...
MacAoidh (Diary) Wednesday, September 1st at 7:58PM EST (link)…it seems Richmond doesn’t mobilize a lot of support within the black community. Not only is there polling indicating Cao wins big, there is polling indicating Cao beats Richmond in the black community.

Nope
redtillimdead (Diary) Wednesday, September 1st at 8:37PM EST (link)You are underestimating Cao’s popularity. Cao is personally very popular in the district. Also, as a non-white Republican, and a minority who has struggled very much in his life, the black community is more willing to embrace him for his life story. Also, he will play up his close personal and professional relationship with Obama. I’m warning ya’ll now. Don’t freak out when ya’ll see Cao tying himself to Obama. It will happen, and it must happen for us to keep Richmond out of Congress.

Cao Was The Only Republican That Voted For ObamaCare
crosley (Diary) Wednesday, September 1st at 8:05PM EST (link)I’m a big tent Republican, but I can’t get past that vote. Even the most moderate RINOs voted against that monstrosity.
I’m sure he’s a great human being, and better than the Democrat he’s going up against, but I don’t believe he deserves support from conservatives. He certainly won’t get any support from me.
Cao is one less vote against a Pelosi speakership.
Jake W (Diary) Wednesday, September 1st at 8:16PM EST (link)That should be all the reasoning a conservative needs to support him.

You probably meant to say
redtillimdead (Diary) Wednesday, September 1st at 8:42PM EST (link)One less vote for, but got mixed up. I do things like that all the time. I agree though, not supporting Cao is supporting Pelosi. We need every vote that we can get against Pelosi, and Cao is a strong one against her. Also, never underestimate the power of a Republican congressman in a very Democratic district. He can go a long way towards building the Republican party’s image in New Orleans, and getting more Republican’s elected in New Orleans. If Republican’s strengthen, even just a little, in New Orleans, Louisiana would become the reddest state in America. Probably almost as Republican as Vermont is Democratic.

Yeah, redtillimdead, I think you got it
Jake W (Diary) Wednesday, September 1st at 10:05PM EST (link)And I agree with you about Cao.
Also, thought of LA being so red had occurred to me as well. If Cao can win and we take Melancon’s old seat (which we probably will), we will completely control LA’s House delegation, and we will be one Senate seat away from having an entirely red congressional delegation from the state altogether.
Of course, I’m not betting too much on Cao’s longevity. He may possibly win this year, but as soon as Democrats have even a remotely good year (which knowing politics and human nature, will come someday), he’s gone.

2012
redtillimdead (Diary) Wednesday, September 1st at 11:16PM EST (link)If Cao wins this year, I think he will have trouble in 2012 with Obama. However, Republicans control redistricting, and they could make this a district more like Sanford Bishop’s or even Bennie Thomas’s, and Cao wouldn’t have too much trouble in a district D+15 or less.
Nancy Pelosi can kiss my asstroturf.
Good point re: redistricting
Jake W (Diary) Thursday, September 2nd at 2:34AM EST (link)However, the question of whether such a district would hold up in court still remains. LA-2 is one of those districts specially gerrymandered to serve the black community of the area. Even diluting it to a D+15 district could be challenged.

Kowalski
Jake W (Diary) Thursday, September 2nd at 2:38AM EST (link)The remaining D+13 that you would subtract in that case would have to go somewhere as well. It would be absorbed nearby districts and would end up making them generally more competitive. With generally safe GOP districts surrounding it (including Melancon’s now that he’s leaving), I’d prefer to keep them that way and sacrifice LA-2 to the Dems (or let a Cao win there when possible).

Well
redtillimdead (Diary) Thursday, September 2nd at 7:11PM EST (link)LA-01 is one of the most Republican districts in the country. It can afford to take in a big chunk of LA-02 and still be an R+15-20 district and give the rest to LA-03.
Nancy Pelosi can kiss my asstroturf.
He voted at the very end, when it wouldn't have made a difference anyway.

I don’t want to be Reagan. I want to be a Chance/Soros hybrid.
Cao was given permission by the GOP leadership to vote for Obamacare...
conservativemusician Wednesday, September 1st at 9:34PM EST (link)Because it was already a done deal. I don’t like it any more than you do, but this is the reality of the district he represents. He is a Massachusetts Republican in an overall very conservative state in a district that is very liberal, so I’d say we’re pretty lucky to have him, even if he only votes with us 50% of the time. It’s better than having a Dem who would always vote for liberal positions.
The key is to pad the majority we will have in November so his vote and the votes of other RINOs in the House won’t have such a damaging effect when we’re trying to get things done, like opposing everything Obama stands for in the next 2 years.
For that matter, by Cao's making it clear that his original vote...
Moe Lane (Diary) Wednesday, September 1st at 9:43PM EST (link)…was predicated on the Stupak Amendment, his refusal to vote for the final version helped torpedo the argument that the EO that substituted for it was legitimate. That’s going to cost several Congressmen their seats.

So you're for Richmond, then.
Steve Maley (Diary) Wednesday, September 1st at 9:39PM EST (link)I understand that Cao is not your political soulmate; he’s not mine, either.
But he must be a pretty savvy politician to win as an R in a D+27 district.
You see what the alternative is. Don’t be a dope.

I'll Choose A Rino Over A Liberal Dem
crosley (Diary) Wednesday, September 1st at 11:52PM EST (link)If I lived in that district, I would vote Cao, but I certainly won’t financially support him, and I really won’t shed any tears if he gets beat.
The guy went with Obama on health care because he thought it would help him get reelected. I’ve seen conservatives go after “RINO” politicians for a lot less. Even Mikulski voted against Obamacare. It won’t be the last time Cao betrays conservatives to save his own political skin to placate his liberal district.
My point is, I have a finite amount of resources to spread around, and there are a lot more worthy conservatives running this election cycle than a Republican that voted for ObamaCare.
Good post Vladimir.
conservativemusician Wednesday, September 1st at 9:37PM EST (link)I was very critical of Cao early on, but as you say here, he is an honorable man and I hope he will be reelected. He would certainly represent this district far better than a Democrat would.
Thanks Vlad very good and timely contribution.
cactusjack Wednesday, September 1st at 10:07PM EST (link)Cao is living proof that right now, any decent Republican running, has a shot. Lightning may strike, events may break quickly an unexpected direction – some who think they are not more than Repub kamikaze candidates, may have a Bible under their hands swearing in come next Congress. Lesson and hope for all conservatives everywhere. Also, Cao is teaching that giving good constituent service counts for a lot, for everything in some districts. I have always felt the Republican s didn’t emphasize this even when they had superior candidates. It is an equalizer.
This is truly a lesser evil situation
m_quick Wednesday, September 1st at 11:27PM EST (link)I couldn’t force myself to vote for Cao, I want a Republican house, but I couldn’t live with myself voting like that. LA-02 certainly has a horrible choice to make here.
LA-02 Dems Actually Blew This Race...
IJB Wednesday, September 1st at 11:46PM EST (link)One or two of the other Dem primary candidates actually had a decent general election profile, and would have put this seat away for the Dems.
But by running ‘Dollar Bill’ Jefferson’s creepy little protege, they’ve probably given Cao the opening he needs to hold this seat for another 2 years.
And the irony is that establishment Dems are all patting themselves on the back for Richmond’s win. The Fools!…
Then
redtillimdead (Diary) Thursday, September 2nd at 12:06AM EST (link)I guess you would vote for Nancy Pelosi too. A vote against Cao= a vote for Richmond/Jefferson/Pelosi.
Nancy Pelosi can kiss my asstroturf.
Do you have a better choice that can win in that district.
Jake W (Diary) Thursday, September 2nd at 2:44AM EST (link)I personally, would love to have a Scalise, Vitter, Fleming, Jindal, etc. representing that district, but let’s face it, that’s not going to realistically happen barring something extraordinary (putting cash in one’s freezer, for example).
But if you have a choice for Republicans who can win in that district that can win like Cao has, I’m sure we here will all be ears.
We’re waiting for your suggestion. If you don’t have one, then you should support Cao because, as I pointed out earlier, he is a vote against a Pelosi speakership, which is the most important and fundamental vote any member of the House will cast in each Congress. A Speaker Boehner wouldn’t have allowed the crap that’s gotten through this Congress.
