New: OMB Sends Rescission Package to Congress, Billions Cut

On Tuesday, the federal Office of Management and Budget sent the first rescissions bill to Congress, detailing billions of taxpayer dollars appropriated but not spent, and if the bill passes, those dollars won't be spent.

The X thread goes on to list a few specific items included in the bill:

None of these are exactly high-priority items for the American taxpayers, and many such items have been targeted for defunding.

Also on Tuesday, on conservative commentator Dana Loesche's podcast, the Executive Director of Citizens for Renewing America, Wade Miller, gave a breakdown on what's at stake:

Mr. Miller said:

I am used to, as a conservative, the establishment leadership saying we can't do it right now, but trust us, we'll do it later. So here I am saying, we have to pass the package that's coming forward today. If that package doesn't pass, we can't use a (inaudible) decision on it later. It's very important that everyone supports the upcoming rescissions package. But after this, I would say it is in our strategic best interest to say, no more rescission packages. Do it all after August 18th. Because then, no matter what Congress does, they can vote against it, they can vote fully to support it, they can vote for half of it, it automatically happens, and I think that this is a really easy path for us to rack up all of Elon Musk's DOGE cuts plus some, get some additional reforms that way, and then we can look later this summer at also the impoundment process, and see how that might be used. There's a lot coming but we need to be careful and not get ahead of ourselves and urge too much expediency on this and then give Mitch McConnell, Lisa Murkowski, Susan Collins, an ability to, take away our ability to get these DOGE cuts enacted.

The rescission process is used to stop the spending of taxpayer money already appropriated. This isn't the first time this process has been used. During the Ford administration, $1.2 billion in spending cuts were approved through rescission, as well as $2.1 billion during the Carter administration, over $25 billion under President Reagan, $2.3 billion under President George H.W. Bush, and $3.6 billion under President Clinton. The Senate rejected a rescission package during President Trump's first term that would have cut $15 billion.

It's important to note that, under this process, only discretionary spending can be rescinded. Social Security, Medicare, Medicaid, and other mandatory spending can't be affected by this process. Once the packages are sent to the floor, they are not subject to the 60-vote filibuster threshold, but may be passed by a simple majority.

This is a start. Some may say it's not enough - but before you dig a hole, you have to break the sod.
