The dean of Hampton University's Scripps Howard School of Journalism, who has deep ties to the Congressional Black Caucus, is registered as a foreign agent of the Chinese Communist government and has been paid over $1 million for her work to increase Chinese influence at Historically Black Colleges and Universities (HBCUs).
Exclusive reporting by Fox News' Joe Schoffstall and Cameron Cawthorne connects the dots on how Julia Wilson, who is both an academic dean at Hampton University and the CEO of Wilson Global Communications, which has its offices literally across the street from the White House, launched a project in 2017 targeting Black college students for Chinese propaganda.
The China-United States Exchange Foundation (CUSEF) is funded by the Chinese Communist Party and, like Ms. Wilson, is a registered agent of that government. The CUSEF collaborates closely with the Chinese People's Political Consultative Conference (CPPCC), even to the extent of sharing officers. The US government describes the role of the CPPCC as being to "co-opt and neutralize sources of potential opposition to the policies and authority of its ruling Chinese Communist Party (CCP)."Wilson laid out the operation for college students in 2017 at the University of Arkansas Pine Bluff, which is the oldest of the Historically Black Colleges and Universities (HBCUs) in Arkansas. The university's YouTube channel posted the presentation, which was titled "China Initiative," showing Wilson articulating how her firm’s relationship with CUSEF began in 2009 when Tung Chee-hwa, CUSEF's founding chairman, visited her D.C. office in 2009 to learn more about Black Americans.
"In 2009, the former chief executive of Hong Kong visited me in my office with his staff from the China-United States Exchange Foundation, and they wanted to know how we got a Black president," Wilson told the students during the presentation. "They were saying, 'We don't know anything about Black people. So can you write us a white paper and share it with us. How did Black people get enough power to vote a Black man into office?' So they really needed an overview of our history. Who are we? Who are African Americans?"
Tung Chee-hwa has close ties to John Podesta and, naturally, a connection to Hunter Biden.
Fox News Digital previously reported on President Biden’s clean energy czar John Podesta saying he had the "highest regard" for his "friend" Chee-hwa.
Chee-hwa was also the Chinese official that Hunter Biden's longtime business partner, James "Jimmy" Bulger, requested him to introduce to their Chinese business partners to discuss "BHR investment targets" and "fundraising," alleging Hunter sat next to Tung at a 2013 dinner welcoming then-Vice President Joe Biden to Beijing, Fox News Digital previously reported.

Ms. Wilson's program has received significant support from Black Congressional Caucus members.

It is unfortunate that the United States allows Chinese organizations that overtly try to influence US politics to operate freely. Indeed, we seem to have nearly granted China a unique extra-territoriality inside the US. China operates de facto "police stations."

Chinese students in the US belong to the Chinese Students and Scholars Association, a Chinese government entity that monitors student activities and political loyalty while in the US. Adopted children from China are targeted for influence operations. We've seen a rise in ethnic Chinese betraying the United States on behalf of China. In August, two US Navy noncommissioned officers were arrested for passing classified information to China. One has since pleaded guilty, and the other is awaiting trial. The guilty plea got him less than standing on the grass at the US Capitol on January 6 would have.

This operation by the Chinese government and its "Renfield" is a prime example of China's strategy of "elite capture." Rather than attempting to suborn entire countries or buy ownership of companies, the Chinese purchase industry leaders, academics, and politicians. They are offered lucrative consulting contracts and business deals. In the process, they get rich, but the Chinese security services also own them. Some small nations in the South Pacific have essentially been bought by the Chinese simply by buying off their political class for the price of two hot dogs and a bag of chips at Wawa's. If you want to understand how Hunter Biden became a business genius dealing with China, this is how he made millions of dollars by simply flying on Air Force Two.
In this case, a relatively small amount of money has helped a communications consultant rise in prominence to become the dean of a journalism program, which can influence a large number of students, and someone who has the ear of many members of the Congressional Black Caucus. It has created a program, that further burnished the credentials of the communications consultant/dean while arguably making some members of Congress more disposed to listening to China's messages. That program places American college students under the scrutiny of a hostile foreign intelligence service that might use that information to recruit or blackmail those students later in life.
Not to pick on the HBCUs that have participated in this scheme of Wilson's, because Columbia University and other influential universities have similar programs. However, the 400+ students who have studied in China have been thoroughly studied and ideologically vetted. Some number of those students have been directly recruited or chosen as targets for later recruitment. Academic, business, and political opportunities will be opened to them courtesy of the Chinese government's proxies operating in the US. We will hear from them in the future.
