By that standard, we've been at war constantly since shortly after V-E day. All that aside, I don't see how he can ignore that we do have troops engaged in combat in the Red Sea and Iraq/Syria.
I wonder if Biden believes the U.S. is not at war when it is the general contractor for the government in Kiev, and it seems the U.S. is kinda involved in suppressing the troubles in Gaza.

That's the thing I don't get - the calls for Israel to show restraint. Israel is showing freaking ENORMOUS restraint. They could have followed the model described by Tacitus, made Gaza a desert and called it peace, and I for one wouldn't have blamed them.
