The midterms weren't looking so great for Democrats. Trump's successes were mounting, and the failures of the Biden administration were still fresh in the minds of the American people. Poll after poll released actually showed rising approval for Trump and the Republicans. There seemed to be no interruption to the flow.
Which means the Democrats had to create an issue and exploit it. It's a tried and tested method of shifting public opinion in their favor, and it's been their go-to method for winning elections, both local and federal, for the better part of a decade. Black Lives Matter was their most successful project in that regard, and they're still carrying that playbook with them today.
Minnesota was, of course, fertile ground. It's ground zero for Democrat corruption and fraud. All they needed was to tug on the loosest string they could find, and that's ICE carrying out its duty of deporting illegal immigrants. ICE's job isn't always going to look clean and inoffensive. Illegal migrants have lived here long enough to establish lives for themselves, and removing them from it is going to cause dramatic moments that look horrible on camera. The fact that ICE is removing actual criminals like child rapists and drug traffickers is information that typically comes out after the fact. The first thing you see are struggling people panicking as they're restrained and arrested, which looks sad on the outset.
The Democrats are well aware of the optics and, with an election coming up, know they can use these instances to generate animus between the Republican Party and the people by framing ICE as an out-of-control Gestapo with Trump holding the reins.
All they need to do is get out the ol' playbook and create the necessary drama to galvanize their voting base and turn the ignorant against them. The solution?
Cause their own voting base gets so worked up and angry that they begin protesting and interfering with ICE operations to the point of violence, and let law enforcement do what they're trained to do; eliminate threats through force. ICE dragging people from their cars as they kick and scream and claim innocence is great footage, but what's even better is if they get people to die at the hands of ICE.
Democrats want literal sacrifices, and they'll even facilitate this to happen if they have to. According to new reports, they actually have.

And they got them. Renee Good and Alex Pretti put themselves into positions and used behaviors where they would have violence enacted against them, and sure enough, the Democrat Party got what they wanted (though it should be noted that Pretti's shooting involved Border Patrol agents rather than ICE agents).
There's blood on the ground and in headlines on the web.
Now all that's left is to raise the temperature even more by appealing to the normies, and to do that, the Democrats have gone to another tried and true method of getting the word out: celebrities.
Suddenly, as if by magic, celebrities are coming out of the woodwork to talk about how awful ICE is:
British actor Will Poulter says he finds it “really upsetting” to see Americans “forget that we're a country that we have immigrants to thank for.”

Glenn Close says she feels “compelled” to speak out against ICE shooting:

If you're paying attention, the move is obvious. Flood the entertainment space with as much anti-ICE "concern" and "outrage" as you can. Since most people in America hang out in the entertainment space, it's the easiest way to soak someone with propaganda.
They don't even have to get people to believe it forever, just long enough for people to be outraged and informed until they cast a vote, and celebrities are a perfect way to generate an initial surge in anger before the truth creeps in.
People are focusing on the coordination between protesters, state leadership, etc., and they well should. The discovery of the Signal chat is a huge deal, but it doesn't just stop at local protesters. The coordination clearly goes further, well into the news and entertainment parts of the media. I think uncovering that pipeline would go a long way.
