A New Hampshire legislator gave a pro-abortion speech on the floor of the state's House of Representatives, all while cradling her newborn child in her arms. 

Just a week after giving birth to a baby girl, Democratic State Rep. Amanda Toll took time off her maternity leave to support an amendment making abortion a right on the grounds that she had previously had one herself: 

It has been challenging, just a week past the birth of my daughter, to consider giving a floor speech. I stand here today as one of the millions of people who has had an abortion. When I was a teenager, I accessed abortion care that has allowed me to go to college, to graduate school, to receive an M.Ed., to teach, and to be a state representative.

And it allowed me to have my children when I was ready, both physically and emotionally, including the baby girl I gave birth to just last week. Having my third child, a little girl, has reinvigorated my commitment to making sure that every Granite Stater, including Daniella, has the right to make their own reproductive decisions.

Toll made the remarks while speaking in favor of the New Hampshire Constitutional Amendment Concurrent Resolution 23, legislation of which she was a sponsor:

The New Hampshire pro-life group Cornerstone Action took to social media to refute her claims:

Today Rep. Amanda Toll gave a floor speech for CACR 23, which would have re-legalized abortion up until birth in NH, while holding her newborn. Had this bill passed, a week ago she would have had legal protection to kill her daughter. Thank you to all the legislators who stood for the rights of preborn children and voted down CACR 23 today.

During her speech Toll spoke about how having an abortion as a teen allowed her to lead a more fulfilling life. Let's be clear: a woman's success and happiness should never have to come at the cost of her child's life This is a lie and women deserve better.

The amendment seeks to make the “fundamental right to abortion” part of the state constitution, allowing abortion access up to 24 weeks and beyond that if a doctor gives approval. 

The text states:

Every individual has a fundamental right to abortion.  The state cannot prohibit, restrict, delay, or penalize this right prior to 24 weeks unless it is justified by a compelling state interest achieved by the least restrictive means.  After 24 weeks, the state may not prohibit an abortion that, in the professional judgment of an attending physician, is necessary.  The physician shall apply the applicable standard of care in making a professional judgment.

Under current New Hampshire law, abortion is legal up to 24 weeks and after that when the woman's life or health is considered to be in danger. 

Following the debate, the New Hampshire House of Representatives approved the measure by a vote of 193-184, although this still falls well below the required 60 percent majority for advancement. Democratic lawmakers unanimously supported the measure, while all but seven Republicans opposed it.

Amending the state Constitution requires 60 percent support across both legislative chambers and a two-thirds majority from voters during a state general election.
