'A Time for Choosing': Bernie Moreno Introduces Bill Ending Dual Citizenship

In his farewell address in September of 1796, George Washington said, “Citizens, by birth or choice, of a common country, that country has a right to concentrate your affections." Washington knew that divided loyalties would only be detrimental to the growth of the new nation. As people from other countries came to America, the common thread that ran between them was that they wanted to become Americans. Today, when new citizens take the Naturalization Oath of Allegiance, they are required to renounce any loyalty to any other country. So, how does having dual citizenship in another nation square with that? One senator says it doesn't.

Moreno, who immigrated from Colombia, says American citizenship demands “exclusive allegiance."

On Monday, Sen. Bernie Moreno (R-OH) introduced the Exclusive Citizenship Act of 2025. The bill would end the practice of U.S. citizens holding dual citizenship. If passed, it would prohibit any American citizen from maintaining citizenship in another nation. Moreno cited concerns of divided loyalties and national allegiance for the introduction of the bill.

At the core of the legislation is, as Moreno mentioned, national allegiance. Some of the details of the bill include: U.S. citizenship would be prohibited at the same time an individual held a legal status requiring any obligation to another country. Anyone who obtained citizenship in another nation voluntarily after the law took effect would be seen as forfeiting their U.S. citizenship. Anyone who currently holds dual citizenship would have one year to decide which nation's citizenship they would be renouncing, U.S. or foreign citizenship.

Moreno, a naturalized citizen himself, having been born in Colombia, said this about the bill:

One of the greatest honors of my life was when I became an American citizen at 18, the first opportunity I could do so. It was an honor to pledge an Oath of Allegiance to the United States of America and ONLY to the United States of America! Being an American citizen is an honor and a privilege—and if you want to be an American, it’s all or nothing. It’s time to end dual citizenship for good.

Outlawing dual citizenship is the latest in Moreno's efforts to curb illegal immigration. He previously introduced the HIRE Act, which would discourage American companies from hiring foreign workers for cheaper wages, and the SAFE HIRE Act, which would impose strict penalties on executives who hire illegal immigrants. 

As my colleague Ward Clark reported, Department of Homeland Security Secretary Kristi Noem has called for an immediate halt to any immigration from Third World countries. Noem cited the little to no vetting of Afghan refugees who came into the country under the Operation Allies Welcome program begun under the Biden administration after the disastrous withdrawal of American forces from Afghanistan in 2021.

The estimated number of illegal immigrants the Biden administration let into the country is anywhere from 10 to 20 million. We don't know who the majority of those people are. Do they love or hate America? How do we know they have any loyalty to America other than wanting to come for the freebies? We don't. Depending on what happens in the 2026 midterm elections, Republicans have precious little time to pass immigration laws aimed at determining who comes in and who doesn't. We must put loyalty to the U.S. and assimilation at the top of the list of requirements for those entering the country.

It's been said that sunlight is the best disinfectant. Ending dual citizenship will put a much-needed spotlight on who is and who isn't loyal to America. 

Thanks to President Trump, illegal immigration into our great country has virtually stopped. Despite the radical left's lies, new legislation wasn't needed to secure our border, just a new president.
