Shortly before the vote, Senators Dean Heller (R – Nev.) and Shelley Moore-Capito (R – W. Va.) said they would vote with their party after holding out until today as No-votes.

Senator Rob Portman of Ohio also joined his party in voting to open floor debate after saying he would vote against it.

Whether or not the Senate passes a repeal of Obamacare, as Republicans promised to do, remains to be seen.
