User Fees As a Barrier to FOIA

My lovely wife was trying to extract some data from the Santa Clara County Registrar of Voters.  She was looking for GIS mapping data for a number of precincts in the area.  The marginal cost of supplying this information is arbitrarily close to zero.  Yet here’s what she saw:


Are you kidding me? $86 per district?  Clearly a case of setting price way, way above marginal cost to discourage participation.
