Harman, a member of the Republican Party, was first elected to the State Senate in 2006 in a special election after serving nearly six years in the State Assembly representing the 67th Assembly District.
Senator Harman first entered the State Legislature in 2000 after serving six years on the Huntington Beach City Council.
Senator Harman, a local businessman and civic volunteer, has lived and worked in Orange County for nearly 50 years.

Senator Harman currently serves as Minority Whip and lead Republican on the powerful Senate Judiciary Committee. He also is a member of the following committees: Budget and Fiscal Review; Business, Professions and Economic Development; Governmental Organizations; Local Government; Transportation and Housing.
As one of the State’s leaders in the fight against illegal immigration, Senator Harman has authored numerous measures aimed at: providing local and state law enforcement the tools necessary to assist federal agencies; requiring employment verification; and limiting state services to those here illegally.
Harman has consistently supported legislation to limit the size and scope of government. Throughout his legislative career he has signed and honored his pledge to vote against all new taxes.
The Senator has also been a leader in efforts to reform the criminal justice system. He has authored and supported landmark legislation focusing attention on the senseless delays in the appeal process for criminals who have received the death penalty.
To protect children, Harman supported the Project Kid Safe legislative package. This legislation included implementation of the Amber Alert system, which has successfully been used to find abducted children. Project Kid Safe will assist local law enforcement agencies in monitoring habitual sex offenders and enforcing registration requirements.
To fight corruption in politics, Harman introduced legislation to strengthen laws regarding conflicts of interest for public officials.
While serving on the Huntington Beach City Council, Harman’s many accomplishments include:

Expanding senior programs
Reducing the accessibility of narcotics

After earning a Bachelor of Science in Business Administration from Kansas State University, Harman joined the United States Army and served as a lieutenant in the 4th Infantry Division. After completing his tour of duty, he entered Loyola Law School and graduated with a Juris Doctorate in 1968.
Upon graduating from Loyola, Harman joined the Long Beach law firm of Lucas & Deukmejian, whose partners were future California Chief Justice Malcolm Lucas and future Governor George Deukmejian.
Harman, a conservationist, is an enthusiastic and avid outdoorsman who enjoys flyfishing. He and his wife Dianne have been married for over 40 years and have two children, Michael and Michelle….Don’t you wish your Critters were like this?…Light Green, but I bet he Surfs…
