Apparently, Joe Biden thinks (a) people owned televisions in 1929 and (b) Franklin Roosevelt was President in 1929. See also this.

Once again, I am fully prepared to discount all of this stuff. Campaigning is taxing and candidates make verbal errors. But note how Biden’s and Obama’s gaffes are paid little attention by the media, while McCain is portrayed as an Alzheimer’s patient every time he makes a verbal error and Sarah Palin is panned for supposedly not knowing the Bush Doctrine, when any confusion stemmed from Charlie Gibson’s lack of knowledge concerning the doctrine.
