Senator Dinniman wants PA homeschooling families investigated for child abuse

Child Protection Task Force County Notification Act

While most students are seen by a teacher during the school days many non-traditional or home-schooled children are not.

This bill would require a school district to notify the county Children and Youth Agency when a child is enrolled in a home-schooled or cyber-school program. The County Agency would then be required to do a risk assessment to determine whether or not a risk of child abuse exists.

According to the primary sponsor of this bill, it would require a school district to notify CPS when a child is enrolled in a home education program. The county agency would then be required to conduct a “safety and risk assessment” of the family. While the actual language of the bill appears to trigger the assessment if a child in the home has been the subject of a founded or indicated report and the parent has been the subject of a report within the last 18 months, this bill is still unacceptable. There is no connection between homeschooling and child abuse.
