Draft 6.6 – You always miss something, hopefully I got everything right this time.  I’ve shortened it quite a bit, changed things around a bit to clarify a little language here and there, fix a few more minor errors/inadvertent omissions, as well as simplified parental rights and a mechanism to recall Ranger One under extraordinary circumstances, I’d like to thank God, the Pilgrims, the United States founding fathers, Orson Scott Card [rough outline for the FPE concept given form ..as far as I remember from reading his novels multiple times, he never actually committed the FPE constitution to the text of his novels], and J. Micheal Stranzki [Rangers concept, preamble] and Walter E Williams [for challenging me to reform and shorten this which was much needed]

The Declaration of Principles for the Free Peoples of Earth [FPE]


We the People of the Free Peoples of Earth, in order to form an alliance for good of all mankind, establish Justice, insure domestic tranquility, provide for the common defense, promote the freedom of all mankind, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Declaration of Principles for the Free Peoples of Earth.

The Universe speaks in many languages, but only one voice.

The language is not Hebrew or English or Arabic or Spanish or Mandarin.

It speaks in the language of hope. It speaks in the language of trust.

It speaks in the language of strength, and the language of compassion.

It is the language of the heart and the language of the soul.

But always it is the same voice.

It is the voice of our ancestors speaking through us.

And the voice of our inheritors waiting to be born.


It is the small, still voice that says we are One.

No matter the blood, no matter the skin,

No matter the religion, no matter the race,

We are One.

No matter the pain, no matter the darkness,

No matter the loss, no matter the fear.

We are One.

Here, gathered together in common cause

We agree to recognize this singular truth and this singular rule:

That we must be kind to one another.

Because each voice enriches us and ennobles us,

And each voice lost diminishes us.

We are the voice of the universe, the soul of creation,

The fire that will light the way to a better future.


The alliance of the Free Peoples of Earth is being established to protect life, liberty, property, the pursuit of happiness and to fight Evil in the world. We agree to recognize the principles of individual freedom and liberty of our respective citizens by guaranteeing the following enumerated rights for a member nation’s citizenry. This alliance will scrap the UN entirely and build a brand new alliance based upon principles.

-–» The Free Peoples of Earth recognizes the right of member nations to run their economy as they see fit so long as they don’t violate any of the alliance principles.

-–» The practice of slavery is outlawed in all member nations and the Free Peoples of Earth stand against it.

-–» The alliance recognizes the right of all people to rule their country as they see fit so long as they agree to a representative republican form of government which recognizes the principles of maximum freedom and maximum personal responsibility.

-–» All member nations agree to respect the rights of women, to not repress minorities, to respect human rights to include freedom of speech, religion [including the right to believe differently per the dictates of ones consciousness or to choose not to believe], and the right to a free, open, and unregulated press. The right of the people to peaceably assemble and petition the government for redress of grievances must not be abridged.

-–» Member nations must recognize the right and duty of its citizens to be well armed so the right to keep and bear arms in a member nation will not be infringed. No government agency may create any database with the purpose to individually identify a weapons owner without an express warrant specifying the information to be stored, for how long, on whom and why.  Such a warrant must not be issued, but upon probable cause, supported by Oath or affirmation, and particularly describing the data to be stored and the compelling reason for storing it.

-–» Citizens of any member nation have no right or entitlement to be free from being offended. Freedom requires the understanding that free people are going to be offensive sometimes.

-–» Member nations agree to respect the right of parents. The Free Peoples of Earth recognize the right of parents to raise their children as they see fit. No parent will have their child(ren) taken without due process of law. No parent can have their parental rights curtailed or terminated for refusal to send their children to school.  Nationwide and even local governments are barred from interference in education entirely.  State and local government may use a voucher system to defray the cost of private education on the local level to ensure a widely available and cost effective education system.

-–» Member nations agree not to force any citizen to quarter any solider, diplomat, government official, or anyone else.

-–» Member nations agree to be dedicated to a free and open Internet which must not be regulated.

-–» The right of citizens to move freely within the boundaries of their countries as well as allow movement outside the country with a passport system must be secured for its citizens.

-–» The right of the people of member nations to be secure in their persons, houses, papers, electronic data, and effects, against unreasonable searches and seizures, will not be violated, and no Warrants will issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, data to be copied, stored securely for fact finding and trials, and the persons or things to be seized.

-–» No person will be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor will any person be subject for the same offense to be twice put in jeopardy of life or limb; nor will be compelled in any criminal case to be a witness against himself/herself, nor be deprived of life, liberty, or property, without due process of law; nor will private property be taken for public use, without just compensation.

-–» In all criminal prosecutions, the accused will enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime will have been committed, which district will have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him/her; to have compulsory process for obtaining witnesses in his/her favor, and to have the Assistance of Counsel for his/her defense.

-–» In Suits at common law, where the value in controversy will exceed a reasonable amount to be determined by the legislative body of a member nation, the right of trial by jury will be preserved, and no fact tried by a jury, will be otherwise reexamined in any Court of a member nation, than according to the rules of the common law.

-–» Excessive bail will not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

-–» The enumeration in this Declaration of Principles, of certain rights, will not be construed to deny or disparage others retained by the people of member nations

-–» Taxation. No citizen or corporation of a FPE member nation may be subject to a tax rate higher than 15% of income.  Double taxation, a wealth tax, estate taxes, and taking tax collected from one group of citizens to give to another group of citizens are outlawed.

–» Welfare ends for all member nations.  In keeping with the kindness principle, current beneficiaries will be entitled to a one time only payment of 3 years of benefits at once.  This money may be put into an annuity so a recipient can continue to receive a regular benefit for 1-5 years.

-–» Member nations agree that the Declaration of Principles must be ratified by all member nations through majority plebiscite. Voting will be allowed by all adult citizens to be defined as any person living legally in a member nation over the age of 18. The right to participate in such a plebiscite will not be infringed and ranger forces will be present to ensure fair elections and that no voter fraud or intimidation takes place. Rangers are the military force of the Free Peoples of Earth Alliance and will be defined more thoroughly later in this declaration of principles.

-–» Representative term limits. No nationwide elected office holder may hold the same elected office for more than 10 years, thus terms may not be for longer than 10 years.  Such an officeholder as well as his/her wife/husband, children, brothers, and sisters are also forbidden from holding the same office.

-–» Limitations on monarchy of a member nation.  The Free Peoples of Earth recognizes the right of a member nation to have a king or queen as a head of state with the following restrictions. A king or queen of a nation must be a man or a woman of good moral character as defined by local standards and common sense. Such a ruler agrees they must always be selfless and always act in the best interest of their people. They also agree to share power with a legislative body which will have the right to override an out of control monarchy with legislation which will require a two thirds majority to override the prerogative of a king or queen.  Only existing monarchies which are ruling their people justly can keep a king or queen. If a new member nation is formed by the removal of a dictator the new national constitution must allow for an elected officeholder to be the head of state, president, prime minister or other term to be defined by a Constitutional convention and such person, along with a legislative body must be subject to regular elections and defined term limits.

–» Dictatorship style governments will be strictly barred from admission into the Free Peoples of Earth Alliance. If oppressed people being ruled under such a government wishes to hold a plebiscite to be admitted into the Alliance then the Rangers will free the local population and provide security for such an election. They will force such a head of state to step down and a nationwide quorum will be held in the country in question in order to establish a national constitution which will include provisions to recognize the independent authority of the Rangers as well as the right of the local people to be ruled by a representative republican government. Once a member nations constitution is rewritten to agree w/ the declaration of principles nationwide and local elections will be held in order that a freed population will have the right to regular elections of government officials.

-–» When a local population is freed the Rangers will remain in sufficient strength to hold the hard fought victory and to ensure a radical ideology, anarchy, evil forces or tyranny doesn’t pop up and try to restrict the freedom of an Alliance member nation’s citizens.

-–» All member nations must have an independent Judicial branch of government. The judicial branch will have their authority restricted to findings of fact, matters of law and punishment for law-breaking. No judge will have the authority to legislate from the bench and judicial powers must be restricted to interpretation of the law. A member nation’s Supreme Court will have the power to rule a law to be violation of the declaration of principles and have it declared entirely outlawed, however they have no authority to redefine a law or keep parts of a law in tact. If a rule, regulation, law, custom or anything else is against the principles laid out in the declaration of principles than it will be deemed null and void by the finding of a nation’s Supreme Court. Judicial branch members must be well educated and be of high moral character. A judge who commits a high crime, is shown to be corrupt, who commits an act of moral turpitude, accepts a bribe, or who creates an injustice through an unjust ruling will be immediately disqualified from judicial and public office for the remainder of his or her natural life. A process must be established to have such a judge replaced with another qualified individual in a speedy manner. Judicial branch powers will be construed as limited to fact finding, law violations, and punishment only. Citizens of a member nation will be entitled to a jury trial in all cases upon request.

-–» The Judicial power which will be invested in a judicial branch of each member  nation must not be construed to extend to any suit in law or equity, commenced or prosecuted against one of a member nation’s Citizens of another member nation, or by Citizens or Subjects of any Foreign State, including nonmember nations.

-–» The FPE Alliance will have limited taxation authority. With the exceptions of the US and Israel who will contribute more at first, all other member nation contributions will be limited to 2% to 5% GDP tax per year. Nationwide governments can obtain the money to pay this tribute by taxation of the member nation’s population. This money will go into a fund which will invest in simple interest bearing accounts. By law the FPE fund will not be diminished. A goal will be established to have the fund grow large enough so that Alliance expenses can eventually be taken entirely from an 80% portion of the interest earned in the fund. Once this goal is achieved the Free Peoples of Earth alliance will stop collecting taxes permanently and limit spending to 80% of the earned interest on accounts in a budget year. All budgets will be submitted to the public for openness and oversight at all times. Excepting that Rangers must report sensitive internal security spending figures with a dollar amount only, no specifics.

-–» Limitations and accountability for bureaucracy and elected office holders. Bureaucracies are understood to have no regulatory authority. By law they must not even be allowed to recommend new regulations, which will be the sole purview of an elected representative nationwide legislature.  Employees of bureaucracies and elected officials understand that they’re given a position of public authority and trust. They are legally required to strictly adhere to the Declaration of Principles during their employment with the government and will be held personally liable if public funds are squandered, stolen, misappropriated, or spent in a manner determined not to be in the best interest of the people by a court of law. This liability will extend to all members of government both elected and unelected.

-–» All member governments in the FPE have a fiduciary responsibility to spend their countries money responsibly. All governments are required to establish and maintain ever-growing interest bearing accounts. All members of government elected and unelected have a responsibility to act in the best interest of the people of their countries. All spending will be based upon receipts and must not be higher than money legally taxed from Citizens.

-–» Refusal to engage in class warfare.  Citizens of different income levels, race, and/or status ought not be pitted against one another.  This will be difficult to enforce and must be balanced with the rights of free speech and religion.

–» The establishment of a minimum wage will be outlawed in order to encourage as broad and free a work force as possible.

–» The right to work will be enforced and membership in a union or trade association will not be required to engage in any economic activity. Union membership, dues, or fees may not be required as a condition of employment.

–» Public employee unions must be strictly and permanently outlawed.

–» Any union members caught engaging in criminal activity, including member intimidation will immediately and permanently break the union.

-–» Environment. Global warming is an acknowledged and discredited hoax which violates the kindness to one another provision of the Declaration of Principles. Nationwide governments have no environmental regulatory authority whatsoever.

-–» Regulations. Government will be banned from creating regulations except for cases of compelling public interest in adherence to the Declaration of Principles.  If a regulation is onerous or doesn’t make sense it will be legally challenged.  If such a challenge is successful the regulation will be void.  Property will be returned or be justly compensated for and all tax/fine/fee collected will be returned in full with interest if held for over 6 months.

-–» Medicine. Government will be banned from all interference in the medical industry and socialized medicine is outlawed throughout the alliance.  Citizens will not be taxed or fined for choosing not to have medical insurance or be required to purchase any other thing tangible or intangible. No member nation’s government will have the authority to regulate what an individual puts into his or her body so long as he or she isn’t causing harm to others or creating a public hazard. Governments are specifically banned from having an approval process for the creation, testing, and distributing of drugs, however they may regulate and tax recreational drugs. The Government may not tax or regulate drugs shown to have or potentially shown to have a public health benefit.

-–» Right to refuse. The Free Peoples of Earth is a voluntary alliance. Nations have the right to refuse the presence of the Rangers except for cases of fighting Evil, fighting the psychotic Islamic ideology, or to stop a genocide.

-–» Large scale emergencies. In the case of public safety or danger if the local police feel they don’t have the resources necessary to handle a riot, natural disaster, insurrection, attack or other sudden public hazard or danger then a nonmember nation may request the aid of the Rangers and they will respond to the best of their ability.  Ranger One will have sole discretion in deciding how much, if any, aid will be rendered to a non-member nation.

-–» The powers not delegated to the Free Peoples of Earth by this declaration of principles, nor prohibited by it to the member nations, are reserved to the member nations respectively, or to the people.

The Rangers

All active duty members of the US and Israeli militaries, as well as all member nation’s militaries will be organized into a unified fighting force called The Rangers.

All member nations of the Free Peoples of Earth agree to recognize the independent authority of the rangers.

The Rangers mission is defined as the following. To protect life, create the peace, ensure the presence of justice, and fight Evil by ensuring that the Free Peoples of Earth has the most well trained and well armed military possible.

The United States and Israel must agree to become founding member nations in order for the Free Peoples of Earth Alliance to be established.

The Rangers must respect the wishes and authority of member nations. To discourage warfare and encourage domestic tranquility of all member nations, If a member or a nonmember nation is considering an act of aggression against it’s neighbors the Rangers will let other member nations and the world know about it.

Every ranger agrees to a strict code of conduct and must be a person of good character and morals.

The rangers have a creed: We must be kind to citizens. We walk in the dark places. We stand at the bridge and no one may pass. We live for the one. We die for the one. Our presence doesn’t threaten the peace instead we create the peace and the presence of justice.

All rangers to be involved in combat roles must be thoroughly trained in all forms of combat. Including, but not limited to, rifles, pistols, knives, hand to hand combat, operating in all manner of harsh environments, et al. The US Marines has a perfectly good system for training solders and it will be a model for Ranger basic training throughout the Alliance.

Some individuals will have the job of looking a potential recruit in the eyes and ask them, “Is this really what you want to do?” If the recruitment official doubts the sincerity of a volunteer they are required to refuse entry for training.

The Ranger forces will consist entirely of volunteers from member nations, thus ensuring their independence.

Rangers may accept applicants as needed who can’t meet the demanding physical standards but who have valuable skills or extraordinary mental abilities to offer in order to fill limited roles.

If a ranger is involved in a high crime or an act of moral turpitude he or she will be held to account and expelled from the Ranger forces.

Rangers are to be led by Ranger One who will act as commander and chief of Alliance forces. Ranger One has an incredible amount of power and authority so it is vital that he or she has a character to be considered beyond reproach.

Rangers are required by law to obey lawful orders issued by Ranger One.

The choosing of Ranger One will be strictly merit based. He or she will be a  highly intelligent, tough, qualified and skilled applicant who has completed special forces level training successfully via the US or Israeli military. The competition will be 50% scored towards mental and 50% scored towards physical.  The competitor with the highest score wins.  Prior to entry competitors must pass a strict competency test which will include world history knowledge and have a sworn affidavit signed by their commanding officer and every member of their unit attesting to meeting all of these defined requirements.

Special forces must not lower their standards simply to make it possible for a female applicant to succeed. If a woman wants to be a special forces operative she must be capable of meeting the grueling standards as they are currently set

One of the most basic requirements of the Ranger force is to fight Evil. The first order of business for whoever becomes Ranger One will be to stamp out the ideology of psychotic Islam. Ranger forces will also work towards ensuring the objective of a reform from within the Muslim faith. The reforms must include a respect for the rights of women, banning of Sharia law, a true commitment to nonviolence, and the fundamental principle that the Islamic faith stands against ransoms, forced submission, slavery, female genital mutilation, honor killings, forced marriages, and agreeing that other people have a right to a different faith and the respect of a person’s right to not have a faith.

Unlawful orders are to be defined as asking a ranger solider to commit an illegal or immoral act. Rangers are required to refuse to obey unlawful orders and remind his or her superior of this fact. If someone within the rangers is found to have issued an illegal order he or she [as well as those who knowingly carried out or participated in such an illegal order] will be punished by military tribunal and expelled from the Ranger forces.

Ranger One will work closely with world leaders to ensure peace and tranquility throughout the alliance. Upon selection Ranger One will take an oath of office and agree to uphold the Declaration of Principles, to help create the peace, the presence of justice, and to fight evil wherever it may be.

Ranger One will serve in the role until removed from office, upon being incapacitated mentally or physically, or when he/she chooses to retire.  When retiring honorably, Ranger One reserves the right to choose a successor.  Such a person will be special forces trained, be knowledgeable of world history, demonstrate leadership ability, and have a sworn affidavit signed by his/her commanding officer as well as every member of his/her unit.

If Ranger One is expelled from office then the individual who came in 2nd place in the competition will become Ranger One.  Subsequent competitions will be held to determine the next Ranger Two.

Ranger One recall

To ensure equity, the national legislatures or citizens of the member nations of the Free Peoples of Earth reserve the right to recall Ranger One under extraordinary circumstances. The following standards must be met in order for Ranger One to be removed from office outside of other provisions set forth here in. Multiple member nations must agree it will be in the best interest of the alliance to expel Ranger One from office because he/she is no longer serving the best interest of the Rangers, the alliance, or her member nation’s citizens.

Method 1 – Petition of National Legislative bodies. In order for this to occur, Legislative bodies throughout the alliance must pass individual resolutions by majority vote of each portion of a national legislative body asking for Ranger One to be expelled. Each resolution must include language describing why it is in the best interest of the Alliance to have Ranger One removed from office. Upon the occurrence of 90% of the member nation’s national legislative bodies agreeing, with stated cause, that it is in the best interest of the Alliance for Ranger One to step down then he or she will do so within 24 hours of the 90% member nation threshold being reached. Requiring such a high threshold is mandatory since member nations are certain to disagree on exactly what constitutes the best interest of the Alliance.

Method 2 – Direct petition from a majority of member nation’s voting citizens. A group of citizens within a member nation may begin a petition to have Ranger One removed from office providing it is agreed upon that it is being done for the best interest of the Alliance. In order for such a petition to be put up for a vote, the signatures of no less than 20% of a member nation’s adult registered voters must be obtained on the petition. This will force a plebiscite to be held within 30 days. All legal adult citizens of a member nation will encouraged to participate in such a plebiscite. The plebiscite held must be approved by an 80% majority of the total vote in order to pass. If passed, this will constitute the same authority as if the resolution were passed through a Nation’s Legislative body. This provision is created so that individual citizens have the ability to get around a non-responsive legislature.

[The end of the Declaration of Principles will include the signatures of all world leaders who participate in the formation of the Free Peoples of Earth Alliance. This alliance will replace the UN and the UN as it exists will be disbanded. As additional nations become members of the Free Peoples of Earth the head of state of a newly formed member nation must sign the Declaration of Principles personally and agree by oath or affirmation to defend the Declaration of Principles as well as to uphold the Constitution of his or her country.]
