This election will likely be won or lost by less than a single percentage point. Trump will most likely lose this election if he doesn’t boost his support with women and minorities. Trump could accomplish that easily by simply exposing the fact the Obama Administration has cheated America’s 28 million small businesses including small businesses owned by women and minorities out of over $1.5 trillion in federal small business contracts and subcontracts.
Federal law mandates a minimum of 23% of ALL federal contracts be awarded to small businesses, including a 5% goal for women-owned small business, a 5% goal for minority-owned small businesses and a 3% goal for Service Disabled Veteran Owned Small Businesses (SDVOSB). According to the Congressional Budget Office the federal acquisition budget for 2015 was $1.2 trillion. Several experts have confirmed that number. Twenty-three percent of $1.2 trillion is $276 billion.
For FY 2015, the Obama Administration only claimed to have awarded $91 billion in federal contracts to small businesses. The $91 billion included billions in contracts to over 151 Fortune 500 firms, their wholly owned subsidiaries and thousands of other large businesses. To fabricate and falsify compliance with the 23% small business contracting goal for FY 2015 and every other year of the Obama Administration the SBA excluded over two thirds of the total federal acquisition budget from their calculations. The word all is not ambiguous, all means all.
Of the $91 billion, no more than $40 billion actually went to firms that would currently qualify as small businesses under the Small Business Act. Subtract the $40 billion that legitimate small businesses actually received from the $276 they should have received under the law, that’s $236 billion less than the law requires just in 2015 alone. And this has gone on every year of the Obama Administration. Conservatively, by the time Obama leaves office, legitimate American small businesses will have been cheated out of over $1.5 trillion in federal contracts and subcontracts.
Woman-owned small businesses should have received $60 billion in FY 2015.They were cheated out of over $40 billion just in 2015. By the time Obama leaves office, legitimate woman-owned small business will have been cheated out of over $300 billion. The same number holds true for minority-owned firms that should have also received over $60 billion in federal contracts in FY 2015.
Service-Disabled Veteran Owned Small Businesses should have received $36 billion in federal contracts in FY 2015. In reality, legitimate SDVOSB likely received no more than $12 billion. Over the course of the Obama Administration, SDVOSB will have been cheated out of well over $200 billion.
Obama’s anti-small business policies have been exposed in numerous federal investigations and investigative reports in the media. NBC, CBS, RTTV have all reported on the abuses. Every year of the Obama Administration the SBA Inspector General, Peg Gustafson, that Obama appointed has named the diversion of federal small business contracts to large businesses as the number one problem at the SBA.
The Government Accountability Office (GAO) essentially accused the SBA of encouraging fraud in Report 10-108 that stated, “By failing to hold firms accountable, SBA and contracting agencies have sent a message to the contracting community that there is no punishment or consequences for committing fraud or abusing the intent of the SDVOSB program.”
In 2015 Public Citizen released their investigative report titled, “Sleighted, Accounting Tricks Create False Impression That Small Businesses Are Getting Their Share of Federal Procurement Money, and the Political Factors That Might Be at Play.”
On July 25th of this year Mother Jones published their story of fraud and abuse in federal small business programs titled, “Giant Corporations Are Reaping Billions From Federal ‘Small Business’ Contracts”.
On October 6th the case I filed against the Obama Administration to stop them from cheating small businesses, and small businesses owned by women, minorities and veterans will be heard in Federal District Court in San Francisco.
Some of the Obama Administrations anti-small business policies such as the GSA FSSI policy have been described as illegal by leading experts. Obama will likely sign the 2017 National Defense Authorization Act (NDAA) that includes significant anti-small business language.
Why won’t Trump expose the Obama Administration’s policies that have clearly cheated legitimate hard working small businesses?
Is it possible none of Trump’s economic advisors have seen the U.S. Census Bureau data that indicate 98% of all firms in the United States have less than 100 employees and they are responsible for over 90% of the net new jobs? Are they unaware the single largest federal program to create jobs and boost the middle class economy is the Small Business Act that mandates a minimum of 23% of all federal contracts be awarded to small businesses?
If Trump wants to create the “jobs, jobs jobs” he has promised, it can’t be done without eliminating the Obama Administration’s anti-small business legislation and policies.
If Trump refuses to expose the fact the Obama Administration has cheated American’s 28 million small businesses he will most likely lose the election. Mitt Romney made that mistake. If Trump is refusing to expose the fraud against small businesses because he condones it, he doesn’t deserve to be President.
