My kowalski is that the "GAL" is another one of those things involved where someone has no qualifications whatsoever to be making decisions. I see this a lot with programs for the poor too. I'm not equating academic credentials with good judgement or common sense and we all know how liberal the fields of psychology and social work are but GAL are basically off the street.
