Capriciousness of Government


The citizens? Who care about them, anyway?

What should be isn’t always what is, we all know. For instance, government is supposed to serve its people. However, more often than not government becomes a burden, an iron boot heel on the neck, and if not so egregiously oppressive at the very least it is often capricious. Today I have two examples of the capriciousness of government. One case in Chicago, a place where if government isn’t capricious it’s big news, and Ohio, a land where capricious is government’s middle name.

Let’s start with Chicago. The city of big shoulders, the city that works, the Windy City, the city that Al Capone Built, the city of the 1968 Chicago riot… er Democratic Convention, the city where a serial killer murdered dozens of visiting World’s Fair goers in 1893. Yeah, that city.

Well, flash forward from 1893 and the 27 murdered World’s Fair visitors to 2009 where we find that King Daley, the mobbed up mayor of Chicago, has lighted on a rather interesting way to raise some much needed revenue to put a dent in the $400 million or so dollars that the city is in arrears for.

You see, back in 2003 season-ticket holders for Soldier Filed, the stadium owned by the city and where the Chicago Bears play, were told that they would have to fork over between $900 and $10,000 — depending on the seat location — for a “personal seat license” in order to be permitted to buy a season ticket. This fee was assessed to help the city raise funds to renovate the stadium back in 2003.

Now remember, this is a license to buy a season-ticket, not an actual season-ticket. The tickets themselves, once purchased, are assessed a city amusement tax clocking in at 9 percent.

Now comes King Daley who has kindly informed these “PSL” buyers that he “forgot” to charge an additional city amusement tax of 9 percent on those purchases of the PSL made back in 2003. So, the King has decreed that he will retroactively charge this new tax, cuz, he forgot and all. Sheyeah. He just forgot. Really.

So, now, retroactively, there is a 9 percent amusement tax on the right to buy a season-ticket as well as another 9 percent amusement tax on the actual purchase of the ticket. It’s not too amusing… but it is capricious.

And now we meander over eastward a few states to the Buckeye State, the gateway to the west, the state with the Queen City home of the Cincinnati Reds. Yeah, over by dere as they say in Chi-Town.

You see, the Buckeyes have their own little problem with budget shortfalls. Specifically in the toddlin’ town of Toledo, Ohio. This is the town where Carty Finkbeiner holds court as Mayor. Not to be outdone by King Daley, the Big Fink has himself alighted on an inventive way to raise some much needed cash.

His administration has decided to whip out the parking ticket book and go a huntin.’ And what did they find? Not surprisingly, they found all sorts of illegally parked vehicles, that’s what. Why these scofflaws have been parking on gravel or other unpaved surfaces, don’t you know. That’s a big no-no, you see.

So, the Finkster’s Division of Streets, Bridges and Harbor has started ticketing these evil law breakers for parking… in their own driveways. That’s right, Finkelweener is here to tell you monstrous homeowners (and renters) that if you don’t spend thousands of dollars to pave your driveway, YOU will be ticketed for illegal parking… in your own driveway… on your own property.

That’ll learn ya.

Would it surprise you to learn that Finkbeiner is facing a recall vote this coming November? Nah, I didn’t think it would.

Capricious? You bet.

But capricious seems to be the name of the game anymore, doesn’t it? And “service” to the people? Why that’s the word that need not be mentioned.

Toledo is even worse than that

The Toledo mayor is the same mayor that told the Marine reservists that they couldn’t practice in his town because “they frighten people”, and didn’t tell them this until the day they showed up, even though he had known they were coming for three days.

Just check out the controversy section on his wikipedia page. There’s all kinds of fun stuff in there:

In her lawsuit filed in 1999, former city employee Carolyn Smithers claimed that Mr. Finkbeiner “accosted her with a ceramic coffee mug clenched in his fist” and shouted, “I ought to hit you with this!” She contends the mug struck the side of her face. Despite the fact that Finkbeiner denied the incident, Finkbeiner signed the $35,000 settlement on Jan. 29, 2001.

On July 1, 1998, Finkbeiner was fined $400 and court costs after pleading guilty to ethics charges when he was Mayor, realized a $10,000 profit from Owens Corning’s purchase of his condo, and his failure to publicly report the gain.

Also, in January 2007 Finkbeiner and his press secretary were sued by radio station WSPD, claiming that First Amendment provisions regarding freedom of the press were violated when the press secretary forcibly kept a station employee out of a public press conference. Finkbeiner’s objection to the employee is that he produces opinions and editorials, and is not in fact a reporter on behalf of WSPD. On January 31, a federal judge granted the station a permanent injunction requiring Finkbeiner and his staff to admit station personnel.

In August 2007, Finkbeiner was confronted on two occasions by reporters because he parked in a handicapped spot and left his dog, Scout, in the car during a hot spell. Finkbeiner was ticketed and fined, but denied mistreating the animal.

In April 2009, despite Toledo having the lowest police per 1,000 resident ratio in Ohio, Finkbeiner announced his plans to layoff an additional 150 officers. After the layoffs take effect, Toledo will have only 1.6 police officers per 1,000 residents. In order to maintain a basic level of protection and safety on the streets, numerous units are being eliminated or reduced. Some of these units are the Gang Task Force, Mounted Patrol, School Resource Officer, Crime Analysis, Traffic, SWAT, Vice, and Community Services. This controversy has led to the Toledo Police Department filing a lawsuit against the City of Toledo in an effort to stop the layoffs.

Oh, and note how in the originally linked article there’s no mention of the mayor’s political affiliation, which of course means he’s a Democrat.

Let’s get down to brass tacks here. How much for the ape?

 

Got nothing on Detroit...

It only makes sense that Liberals in Ohio would finally catch on and take up what the crooks and criminals in Chicago and Detroit have been doing…. I live in Wayne County and our city (Detroit suburb) has had those same Parking Rules for years… Of course, now they’re so worried about SAFETY they are again marking up the sidewalks forcing people to fix them – oh, they “say” it’s all about “safety,” of course, but they wont wave the Permit Fee nor the “Administrative Fee” (inspection, clerical, blah, yadda, etc) costs. There have been some sidewalks in such absolute disrepair for more than a decade, but now that every city is looking for any dime they can grab it is all of a sudden a matter of “safety.” While our sidewalks have to be repaired IMMEDIATELY the crumbling curbs at the corners where they are still lazily replacing with Wheelchair ramp they are in no hurry over. And, of course, that is to not even get started on how badly the roads are FAILED to be maintained – time for me to get out the orange spray paint, mark up the streets, take pictures, post them online, etc….

Finally, another one of our local crooks Monica Conyers, yes wife of the other clown in the Congress, might finally be going to jail for bribery in the Synagro scandal. Kwame is, of course, being repayed with a high paying job in Texas for his corruption while in Detroit and his mother still serves in Congress. So many crooks, so many scandals, and they just keep covering for each other and the moron Democrats keep voting them back in (Carolyn Kil[ljobs]patrck is my Rep, certainly NOT by my choice).
