They advertise it very heavily in low income areas and it's independent of programs like medicaid. It is not gynecologic and urologic care that includes family planning and STD treatment, is only those two things. I know sexually transmitted diseases are considered to be a public health issue so that is why they are in health departments but they even go so far to advertise it very heavily and they include family planning. In many areas an indigent adult without money to pay a physician has to go to the ER or just recives no treatment if they have something easily treated like strep throat but in the same area the gov funds a a low cost or free (to the patient) clinic for sexually transmitted disease and birth control.
