		<description>Castro has wanted it back, and for decades the hard left has agitated to turn it over - but haven&#039;t been able to get Congress to go along because of the obvious military advanatage of having an American base on the Cuban mainland.

More recently, the use of Guantanamo as a holding place for terrorists has made if physically impossible to turn over this base.

Hence, with a large Democratic and  dominance of the hard left in the current Congress, the left has its best opportunity in a couple of generations to surrender the land - but only if it can clear out the prisoners first. 

Hence the longstanding campaign against Guantanamo as a prison during Bush&#039;s term - and the rush to clear out people before the 2010 elections.</description>
