They lobby for special treatment. They hire lawyers and accountants to find creative ways to sidestep taxation. They invest in tax=free securities (see Heinz-Kerry, Theresa), They hide their assets overseas. And as this article points out, they are mobile. What you don't want to do is tax the ultra-rich to the point that they check out of the system.
