I'd parse the statement pretty carefully. The Israelis could easily and truthfully say they never fired ON the vessel while having fired generally AT it to get its attention and signal their intentions. Don't get me wrong, I wouldn't blame them, in fact would congratulate them, if they'd sunk it, but they play the media game pretty well too. it would be SOP to fire a shot across the bow of any vessel they were pursueing.
