It's far freer and better way than regulation. You either give tax incentives for green technology or tax the carbon, take your pick. As it is, there is already a tremendous push towards clean coal and carbon sequestration if it was taxed the effect to customers would be temporary and relatively minor, that's $700b over 10 years.
