Open Thread

I’m watching live on C-SPAN as the vote happens. I watched as the votes came in, expecting that the yeas and nays would come in lockstep with bare passage the result of careful whipping.

But no, we finally got down to a single Republican NV, 209-228 the result against. But even as members shout for the House to come to order, the vote is held open.

Now is the time for arm twisting, and in the last 10 minutes two arms have been twisted, and the vote currently (1:58pm Eastern) stands at 207-226, with 141 Democrats and 66 Republicans in favor.

Call this an Open Thread.

[Update]: At 2:05 Eastern the gavel came down. After some confused talk about a motion to reconsider, the bill fails.

That’s a longstanding House procedure that, contrary to how it’s named, is actually written into the House rules. :-)

It requires a supermajority to pass a bill straight out, without going through normal channels. It happens all the time.

That confusion about reconsidering

MSNBC said that was Joe Barton (R-TX) asking the question. The lady at the chair had no clue what to say. Barney Frank shouted out “Regular order!” which was a signal to her to nix whatever it is Barton was trying to do, so she shut it down and moved on.

It was interesting that during the extended arm-twisting a few votes moved from yes to nay.

Nancy’s folks must be preparing her statement to say that it’s McCain’s fault that 95 or so Dems voted nay. It was something like 130-95 among the Dems, so they barely were in favor while the GOP came out 2-1 against it.

This bill was bad for the poeple and for once the Hse does it job and said no. More Dems vated against it the Rep voted for it. I’d say that is a BI-partiain rejection, period.

At the same time I dislike the bill, but think the conseqeuences for the country could be worse if deflation happens.

Since we’d likely make a long-run profit, it wouldn’t be a debt-buster in the long run, so we could afford it.

And as far as government expansion, well, we’ve been dealing with that since 1933. Freedom would not suddenly go from living to dead after this. And if it’s true that Freddie and Fannie were a big part of this happening, then it’s not really a new intervention to begin with, now is it?

So I’ve reluctantly favored the Paulson plan.

The Bailout/Rescue package failed. This is going to be a disaster. We are going to see an immediate negative economic impact. Expect a lot of banks to start failing very soon. Main Street businesses will soon follow suit.

The Senate put off voting until Wednesday so McCain and Obama can be evasive about it for now and steer clear of the mess. I think McCain’s “rush” to DC last week is largely forgotten with all the news since then (debate, Paulson plan, bill defeat, stock drop).

This is now going to be THE media narrative between now and the election, and the Democrats are going to capitalize. Voting down TARP was a vote for Capitalism

A vote in support of TARP would have been a vote for Socialism and a vote against Capitalism. The Democrat Party has a majority in Congress and can pass the bill witout Republican support.

The goal of the Democrats is not just to bail out Wallstreet and blame Capitalism in the process, but to get House Republicans to abandon their principles.

If a majority of Republicans votes would have put this bill over the top, I would have left the Republican Party forever and re-register as an Independent because if you won’t stand up for the most fundamental Conservative Principle of a free market economy…then I don’t know the Republican party anymore and it has abandoned me.

We’re already well on our way. Credit markets are tighter than… oops, can’t use that analogy on this site! Banks are flickering out of existence left and right. Fortis (a huge Benelux conglomerate, #20 on the latest Fortune Global 500, three spots ahead of AIG)had to be bailed out by the Europeans this weekend. On this side of the Pond, Wachovia is no more (sale of assets to Citi) and National City isn’t long for this world (after today’s close?). I’m not sanguine about Citi either — their acquisition of WB accounts surprised me — they have some exposure to bad credit securities.

Things are happening pretty fast right now, and even though I understand capital markets pretty well, I feel clueless. Credit squeezes are very complex, especially given the international and off-shore markets. There’s also an element of behavioral finance involved that makes this a really tough nut.

Anyone who tells you they’re sure that something will work or not shouldn’t be trusted. I tend to listen to Ben Bernanke, as he’s an expert on the Great Depression and its causes, but as they say in the fund prospectuses, “Past behavior is not a reliable indicator of future performance”.

FWIW, I’m in favor of the bailout, but am not at all certain I’m right. I AM pretty sure this is a time for pragmatists, not idealogues.

Skimming through commentary at the Wall Street Journal, I find no great panic. Many seem to think the bill will again be refocused more narrowly, and less expensively, on more average investors, and that the market might bring things into a clearer direction in a few more days.

To be sure, there were a few who were on the verge of conspiracy thinking with comments on Paulson and his unholy connections to Goldman Sachs, a firm which seems to be doing nicely right now, according to them.

But nobody was writing suicide notes and diving out the 50th-story window!

As of November 4, 2008, the Code Words will be: “Klaatu – Borada – Nikto!”

Rasmussen shows Obama up +6 today, I bet that Obama picks up a point a day over the next three days as the rolling average plays out.

Like it or not, Obama positioned himself as outside this bailout, McCain as the guy that could get Washington to work together. It doesn’t matter that this was bad legislation, McCain is going to get tarred and feathered for not being able to prove his ability to get things done.

To borrow the phrase, if you’re going to kill the king, kill the king.

We can argue about the culpability of the Democrats in causing the mortgage meltdown and in mis-handling the design of this bill (and almost going out of their way to insult the House GOP). I personally agree that they have major blame in both regards.

But the leadership of both caucuses were grossly deficient in not knowing their own support on this bill. Regardless of the objective merits, given the hype surrounding it this was a HUGE deal, especially in the middle of an election. If you don’t have the votes, you should be “studying” or “working out the details” until you do, or until you let it die of its own weight.

Having the bill FAIL with moderate GOP support (1/3) and only a small Democrat majority (~60%) is about the worst thing they could have done – essentially ensuring back-biting and infighting. She says the Dems believed Paulson that this was a crisis and the Republicans must not be convinced, but the Dems continue to reach out in a bipartisan way as they always do.

The first thing to remember is that absent this bill the Democrats created mortgage mess keeps right on rolling along. Absent this bill there is no new oversight and regulation of Fannie Mae and Feddie Mac, and there won’t be any under a president Obama.

As a firebreathing fiscal conservative this “plan” turns my stomach. As a realist it does not appear to me that we have two options: swallow hard, pass the bill and work to radically alter the insanity of the Democrat created mess of mortgages; or don’t pass the bill and watch the credit markets, the stock markets indeed the entire economy tank.

I don’t know about you but I’d rather live in prosperity and work to fix the problem than live through a depression and have the Democrat’s created mortgage mess still in place.

Did anyone notice the fine print in the Wachovia deal today? Seems Citi is on the hook for the first $42B in losses then the government covers the rest. Um, why are we doing that? Isn’t that even worse than this deal since at least we get an equity stake if things turn out OK and now we get nothing at all except huge downside risk?

Are we already potentially spending hundreds of Billions of dollars and we just don’t know it yet? These super-big banks are all going to be “too big to fail” now right? Isn’t this a bad plan? Not passing this deal is a mess. We are already on the hook for trillions if the housing market really collapses so I viewed this as government saving itself because we insure over half of all mortgages already so we have the most to loose is we get a large or long recession/depression.

On a political note. If suspending a campaign and calling off a debate was required last week should we expect to see McCain back in DC tomorrow? I thought he was an idiot for that stunt but I don’t see how he can not go back now after having said all the things he has… How can this not be seen as having painted himself into a box?

Under an FDIC type of deal, they look for a company willing to take on their assets, and provide a guarantee that the company value is at least zero – they cover the deposit losses above the net asset value to allow the purchasing company to go forward without being burdened by the deposit debts. These are “paid for” by the FDIC deposit insurance I believe, so this isn’t necessarily something new.

My portfolio is blue chips intended to be held for long term. I just lost 5 years of growth on them, but I had intended to hold them for 20 more years anyway.

Maybe if I can scare up some money, I’ll pick up some more bargains when the market bottoms out in a few weeks. I figure the Dow is heading to around 9000 by the time this is all over, but that is a total guess.

I hated this bill. But it is necessary to keep the banking system functioning. Pragmatism has to trump ideology at some point.

Anyone who voted against this bill on purely ideological terms is on par with Ron Paul. Good luck winning elections with that.

It is fantastic that over 120 House Republicans voted against their Leadership and voted For the American People. The facts are clear, the economy is in the tank, regardless of what happened today. If the House had voted to take 6 thousand dollars from every single Taxpayer in America and give it to Wall Street and Foreign Banks we still would’ve had a bad economy, but those guys would’ve had a REALLY soft landing while the rest of us suffered. Now they get to suffer with the rest of us, certainly they lived high on the hog during the good times, so its only fair.

As for this notion of Republicans getting ‘blamed’ for killing this bill, thats like saying Ronald Reagan got ‘blamed’ for killing the Soviet Union. Yeah, I guess the House GOP will just have to suffer with the public knowing they saved them 6 thousand dollars per taxpayer, and that they voted exactly the way the people wanted them to vote. They might even get ‘punished’ by the peolpe giving them control of Congress. Oh the calamity :) .

This is a great day to be a Republican, and a great day to be an American! If only McCain had taken a stand against this bill like the House GOP did he could’ve won the election right there. Instead he’s stuck having gone to Washington to work on a bill that the People hated, and he failed completely at passing it. He lost in every possible way because he failed to stand up on principle for the Taxpayers. Hopefully he can find a way out of the hole he dug himself into on this one. If not, hopefully Governor Palin can do it for him with a dominant Debate performance Thursday night.

It is sad that he didn’t have the courage to be the Maverick and oppose this Bush-Pelosi-Reid bill when it mattered most to the American people.

He should have opposed it and detailed all the reasons this bill was horrible for the American people and rode that to the election, promising to cut spending and taxes and gutting the government.

He should have been honest about our economic situation and not pretended an 11th hour Socialization by the fools who got us into this mess would make the consequences of 30 years of foolish tampering with the market go away.

The economy will contract. The American people deserve it for electing our leaders.

The Dow dropped 600 points when they figured out the bill wasn’t going to pass.

Do I like the bill? Not necessarily, as it takes on a deficit in the short-run. But, since we stand to make back up to 2.1 trillion (with a T) dollars, reportedly, in the long run, I don’t think that the deficit is a deal-breaker.

But this is the result of a Democrat-led Congress that plays around with politics all the time. No invitations to Republicans when we’re supposedly so crucial to passage and success. Only inviting 2 Republicans, saying it’s going to be a meeting of equal numbers, and then bringing 9 Democrats (including the most political of the Dems). They made it political, and it blew up in their faces because they don’t know how to work across the aisle OR count the numbers in their own caucus.

If you’re not networking, you’re not helping.

At 8:35 am I called my rep’s (Young-FL) office in DC and expressed my displeasure with the bill as it stood. At the time the office had no idea where he stood, allegedly because he had not met with the staff at that time. This afternoon I called his office again to thank him for his NO vote and urged him to work for a better bill. I was assured that was his plan. I’ve been making the calls to DC, friends, family, whoever, to combat the garbage the MSM spews almost daily. I forward links to this and other sites when there is quality information that they aren’t getting from typical sources. (Sometimes something from FrankJ, too).

The point is, that doing things to help the cause is better than fretting about everything that someone might spin this way or that. Be that pest whose emails your contacts consider putting on their spam list. Don’t send them garbage, keep it quality and they will be compelled to at least look. It’s one month. You can rebuild the bridges after Nov 4.

Please, stop the doom and gloom.

I’ll go back to my corner now.

The front-pager on RS who seems to have the best grasp on economics and the monetary market made a very good case for the basis for this bill. Did you read blackhedd’s posts on the topic? As Neil has posted repeatedly, “reasonable people can disagree” on issues, and this one applies in particular. The fact that some here have been supportive of a bill that may be less-than-ideal does not make them a bunch of knuckle-dragging idiots.

If you stop withdrawals at a bank, panic sets in, and a run starts. Same thing here. Sort of. They suspended trading on 9-11 because we physically could not trade. The systems were blown up. As soon as the markets were capable, trading resumed. Normal market activity is what leads to stability and confidence. Suspend trading and people will really freak. :)

but I didn’t think they were stupid enough to play chicken with the American economy.

Look, I think about this bill the same way Churchill once described democracy: it’s the worst option except for all the others. But we do have to stabilize Wall Street before the mudslide hits Main Street.

Obviously neither side was serious about getting this bill done, but it seems to me the Dems were less serious than the Republicans. If the Dems had been serious this would have been a narrowly tailored bill. It starts with the guts of the Paulson plan, even if they did pull the big number out of their a*, I mean the air. After that you amend it to add adequate oversight. You enter directly into negotiations with the minority party in numbers on par with their actual representation in the House, because you need their numbers to get it passed. A bill like this requires not a narrow victory but the sort of lopsided vote a CR gets, because that’s the only way both parties can engage in CYA and negate election affects. You work your hardest to keep the rest of the ornaments off the tree, because unlike the CR, ornaments on this tree are likely to cost votes instead of adding them. You leave the recriminations and the investigations until afterward, or at least in only the campaign speeches. Pelosi’s ham-fisted speech immediately before the vote on which she needed as many Republicans as she could get only underscores her complete inadequacy to lead the House. That wasn’t failing Politics 101, that was failing Politics 001. Barney Frank’s follow on about being “uncharacteristically nice” was just more gas on the fire. The average voter will get that. And the MSM will play the Frank line over and over again because they think it’s cute.

The DOW lost 700 points today. Gas is tough to buy in the South because the refineries haven’t started back up yet. We had a neighbor stop by and say they were running out of gas at stations in Frederick Maryland and we should make sure we keep tanked up when we can find it. I expect similar or bigger losses in the market tomorrow. It’s been a long time since the DOW has been under 10,000, and I’m starting to think dropping below 9,000 isn’t unrealistic before the next two weeks are finished. Right now people are still mad because the thieves got away with the money and their ain’t no way of getting it back in time to help. But soon they are going to start feeling the pain as the credit crunch really puts the hurt on the businesses that employ them. I don’t think I’d want to be a poll when that starts to happen.
