Is this not the same rationale that was used by the Democrats during the Clinton administration to justify weakening the mortgage lending practices so as to allow people who could not pay them back, to get a mortgage anyway?  To paraphrase Hoyer, on the domestic front, &quot;It is a red herring to raise the fact that money could go [to bad risk borrowers]. Of course money could go [to bad risk borrowers].&quot;  It didn&#039;t matter to the Dems then on domestic lending practices, and it doesn&#039;t matter to them now on foreign lending practices.  We are witnesses to and victims of what their disastrous domestic lending policies.  Can any rational person actually think that there will be a different result when the same principles are applied to the IMF?

For once, I wish we could have a majority of legislators who, when they were deciding how to spend MY money would first ask themselves, &quot;What would I do if this was MY OWN money for MY children&#039;s college fund, or MY family&#039;s budget for medical bills?&quot;  Until they start budgeting and spending the taxpayers&#039; money as they would their own family college and medical budget, we&#039;re screwed.</description>

1- Is this more global &quot;stimulus&quot; intended to jump start stalled global terrorism (in fairness you can blame that economic phenomena on Bush also)?

2-  Is this stuffed into the &quot;War Funding Bill&quot; for Afghanistan and Iraq? Do Democrats believe we should also fund those fighting us?
