They first tried it in 1870 refusing to seat Rev. HR Revels, declaring a black man couldn't be a citizen, much less a Senator. Revels, elected to finish the term of another Senator, had to endure 3 days of debate and protests by the Demoncrats before the Republicans were able to welcome Senator Revels to the Senate.
