[UPDATE]: I am, of course, remiss in not pointing this story out from last week.
(Via AoSHQ) I got some critical – and instantly sent to spam – commentary after I posted this and this on the pending death of the DC Opportunity Scholarship Program. While I’m sure that the writers of said spam were of course very incensed at my posts, I am forced to admit that I was wrong about something about them: I was working under the assumption that publicity would at least keep this program alive. Particularly since the private school that the Obamas themselves send their kids to has students that would be affected by this program.
Silly me. What’s a bunch of African-American kids, versus the teachers’ union? Especially in this administration?
Presumed Dead
Politics is driving the destruction of the District’s school voucher program.EDUCATION SECRETARY Arne Duncan has decided not to admit any new students to the D.C. voucher program, which allows low-income children to attend private schools. The abrupt decision — made a week after 200 families had been told that their children were being awarded scholarships for the coming fall — comes despite a new study showing some initial good results for students in the program and before the Senate has had a chance to hold promised hearings. For all the talk about putting children first, it’s clear that the special interests that have long opposed vouchers are getting their way.
Officials who manage the D.C. Opportunity Scholarship Program sent letters this week to parents notifying them that the scholarships of up to $7,500, were being rescinded because of the decision by the Education Department. Citing the political uncertainty surrounding vouchers, a spokesperson for Mr. Duncan told us that it is not in the best interest of students and their parents to enroll them in a program that may end a year from now. Congress conditioned funding beyond the 2009-10 school year on reauthorization by Congress and approval by the D.C. Council. By presuming the program dead — and make no mistake, that’s the insidious effect of his bar on new enrollment — Mr. Duncan makes it even more difficult for the program to get the fair hearing it deserves.
I swear to God, there ought to be a law that public servants should be forced to send their kids to public schools. Unfortunately, that’d probably be deemed a violation of their civil rights.

PS: I don’t really give a tinker’s dam what anybody’s rationalization is this week for being all right about denying minority kids scholarships, so don’t bother. Just rejoice in the fact that an administration policy made some conservatives angry; in fact, for a lot of you that’ll make it a twofer.

What kind of reasoning is that especially coming from a district that has such low literacy rates.
That is horrible they gave them award letters and cut them off.
Those 200 parents need to tell Mr Duncan they will pull their kids out of the disctrict school tomorrow if he doesn’t allow them the scholarships they were already!!! awarded. Parents need to see how they fund the district when their kids warm a seat.
I really hate this story.

Sigh!
But don’t get me wrong, Moe. I love the diary.
The hypocrisy of the left is simply stunning in its audacity.
Vegas_Rick (Diary) Monday, April 13th at 4:20PM EST (link)Just goes to show that all minority children are not created equal. At least according to this administration.
If your name is Obama, you can come back to school.
The rest of you have to return to your underperforming school so that those underperforming teachers, at that school, can get a pay raise.

It really is for the kids
bk (Diary) Monday, April 13th at 4:26PM EST (link)Instead of only spending $7,500 per kid at a private school, they can spend $12,500 on them at a DC school. So killing the voucher program means an extra $5K per kid. Isn’t that proof they care about the kids?
I hate to elaborate on this one...
DONTREADONME (Diary) Monday, April 13th at 4:48PM EST (link)but it will actualy cost more to send these children to public school than the private school (7500 vice 12500) but heh, these children should bring the scores of the other schools in DC up now so the teachers unions can get raises.
Anyway, I never thought that we could stereotype liberal democrats but it most certainly seems like we can now.
The reality is even funnier...
mikefisk (Diary) Monday, April 13th at 5:05PM EST (link)They don’t spend $12,500 per pupil per year in the DC public school system.
As of the 07-08 school year, it’s over $24,600 per pupil.
So the public schools get better results with roughly 30% of the funding. Wow.

this is where the parents have muscle, some of that funding is based on attendance nt
mom2oneson (Diary) Monday, April 13th at 5:38PM EST (link)we should encourage the parents
mom2oneson (Diary) Monday, April 13th at 5:56PM EST (link)to refuse to fill out the free lunch/income forms the next time they go around. That would get Mr Duncan’s attention when they lose federal funding based in the parent’s low income level.
I wish I knew how the different funding worked in DC. I know here part of is based on 2 days per year. Someone that knows how what the different funding is based on could really make a good recommendation.
District of Columbia Per Pupil Expenditure
trentabarton Monday, April 13th at 6:48PM EST (link)Mr. Coulson did a great job breaking down the numbers for the District of Columbia Public School and they are not very pretty. While his numbers are verified and supported by the independent data, his final per pupil expenditure(PPE) formula is a bit eschewed. When reporting the PPE figures, typically the PPE only includes the cost associated with the student education and therefore excludes the capital expenditures as a whole but it does include the debt servicing cost (monthly mortgage payments). This is similar to paying for your mortgage on a monthly basis instead of counting the entire mortgage each and every month. For example, let’s say you have a 30 yr interest free mortgage for $100,000 (commonly known as a Senator Dodd special). You would record mortgage payment of $277.78 per month instead of $100,000. So the real PPE apples to apples is $16,822.83. If you count the yearly additional authorized funds which the DC council and/or Federal government appropriates, it rises to $18,461.41. However, the schools received a onetime funding that resulted in the PPE and supplements rising to $ 20,195.46. To reach the $24,600 you would have to include the entire capital budget in this year’s budget.
While we differ a bit on the PPE, where we agree is the PPE for the District of Columbia is the highest in the nation and achieves one of worst results. To compound the error, now the Senate and President Obama’s administration has decided to relegate these Opportunity Scholarship students back to the same underperforming schools that their parents fought to leave. Somewhat ironic, Sidwell Friends has at least two fellow student of President Obama’s children that would have to leave the school due to this callous decision. Canceling this successful program that many fought for over the past decade to create and now is achieving positive results is the purest form of power grab from the parents to the union. This is all about political paybacks which has nothing about education. I remember the unions being totally against this program and said the scholarships would fail and actually damage the entire school system. Well the Opportunity Scholarships have been in place for years now and as we predicted the positive results are quite impressive. The unions threatened retribution for those Congressional Members that voted for it but when it came to them actually doing something they could only achieve a whimpered impenitent response. Why a sitting Senator would succumb to these thug like tactics is beyond me except they are interested in helping the parents just their reelection campaigns. We have to hope that the Opportunity Scholarships get restored after the parents public uprising calling President Obama and Congressional Democrats to put children first again.

Jlerner Monday, April 13th at 5:40PM EST (link)it has gotten a lot of coverage in the Washington Post (Moe does link to an article there). They have been advocating for a voucher program for years in DC, and god bless her, it seems like Michelle Rhee is going to fight this one. I hope Colbert King (one of the better liberals out there) will continue to write about the plight of DC’s students and will oppose this tooth and nail. He’s been pretty good in the past about fighting the teachers union in DC, hopefully this trend will continue.

And then, add in the fact that they’ll live a whole lot longer than their PS peers which will cause a bigger imbalance in social security payments.
See, Durbin and his buddies are really looking out for us with this move. And anyway, who really gives a damn about a bunch of minority kids. Certainly not the people who control the Congress and the WH.

Sadly, it wouldn’t surprise me if the majority of the Congressional Black Caucus, plus leading African-American groups, are willing to pitch these DC kids under the bus, in the interest of Barack Obama and Democratic politics.
