I have to disagree with Debra Saunders slightly, here. After discussing Bush’s administration – both the good and the bad – she concludes that history will favorably judge the outgoing President on what did not happen:
Osama bin Laden once told Time magazine that the U.S. withdrawal from Somalia after the murder of 18 U.S. troops on a humanitarian mission made him realize “more than before that the American soldier was a paper tiger and after a few blows ran in defeat.” Members of al-Qaida have told intelligence officials they never thought Washington would respond to the 9/11 attacks as ferociously as Bush responded. They expected a few bombs to be dropped, no boots on the ground, a swift withdrawal if casualties mounted — the usual short-attention span foreign policy that warped Lebanon, the Persian Gulf War, Somalia, the African embassy bombings and the attack on the destroyer Cole.
Bush showed America’s enemies a country that does not retreat in fear, does not bomb with impunity, and most important, does not desert civilians or foreign governments that trust us. If you think that doesn’t matter, look at Libya, which disarmed its weapons program. And see how much easier Obama’s presidency will be because Bush kept the faith.
Osama bin Laden may live, most likely quivering in a cave. And no one thinks America is a paper tiger anymore.
The problem is the word “anymore.”
At the moment, nobody sensible thinks that we’re a paper tiger (before people start quoting the antiwar movement to me, I said “nobody sensible.” And if we’re going to be discussing them, add “nobody decent”). There’s now a distinct line in the sand defining what we’d consider too-provocative behavior, and it’s one that other nations have quite sensibly decided not to cross if they can possibly help it. In other words, bin Laden seriously, massively, and comprehensively messed up his long-term strategic goals – and if you’d like to dispute that, I should remind you that in 2001 his goal for 2009 was almost certainly not to be hiding in a cave. Or to be smeared on the wall of one, which is still arguably what happened to him.
So far, so good. Unfortunately, in just about… (looking at clock) just over 47 hours that line in the sand may be erased. Emphasis is on “may:” the problem is that we don’t know that it will be, and nobody else does, really. Barack Obama may turn out to be the neoconiest neocon that ever neoconned a neocon agenda; he could end up curled in a fetal ball after the next attack. I’m hoping for the former, but we’ll see when it happens – and it’s going to be “when,” not “if.” Because from a terrorist standpoint there’s very little downside against spending extra resources testing the new President: the worst that happens is that the status quo is maintained. So we’re going to have to see how Obama and his fellow Democrats – who, after Tuesday, are going to be unambiguously running the country – will handle it. Maybe they’ll get it right on the first try.
You may take my insistence on voting a straight party ticket in November as being indicative of my opinion on the likelihood of that.

Great post Moe.
mbecker908 (Diary) Sunday, January 18th at 2:41PM EST (link)(Yeah, that’s the sound of me sucking up, but it IS a great post.)
The best thing that can be said about GWB was that he spoke in single syllable words to the “international community” and when he said he was going to do something he did it.
I have no hope that will be the case in 45 hours. And, God forbid, Joe Biden is probably right for the first time in his life, BO will be tested. I’m guessing it will be an attack on US interests overseas. An appropriately soft target like the African Embassies or a commercial/business target. Based on his response they will escalate from there.
I’m afraid the world is about to be a much uglier place…
Already talk of cutting
robmikpet (Diary) Sunday, January 18th at 2:52PM EST (link)defense spending, what message does that send to our enemies. Are we back to the it costs too much so its not worth doing unless it is to build bike paths and mob museums.
Obama has to commit to funding a robust defense including, most importantly, a re-invigorated nuclear deterrent. When people like James Schselinger (sp?) and William Perry say we risk losing the ability to deter which will INCREASE the chance of proliferation.
The looney left will never let this happen I’m afraid.
I think
jonathanswift (Diary) Sunday, January 18th at 3:03PM EST (link)Bush’s original concept of the GWOT was better than what we did. I think a more covert emphasis would be more effective.

Except at home, where the real war is fought.
mbecker908 (Diary) Sunday, January 18th at 6:23PM EST (link)And here at home his policy has been the sound of crickets chirping.
He did the right things. He initiated the correct policies. And he went on vacation. We’ve won the battle in Iraq. Thanks to GWB’s refusal to defend his policies and his actions, we’ll likely lose the war. Not necessarily the “Iraq War”, but the broader war by making it impossible for any future Administration to respond militarily to an overt threat to our national security.
We’re likely going back to the “prosecute ‘em” policies of the Clintons. Look for attacks on US interests overseas, not on military targets but on soft targets like embassies or business, this year. There will be no response from the Obama Administration that goes beyond diplomatic babble.
I would expect to see a dramatic change in our policies toward Israel as well. And not for the better for either the survival of Israel or our national security.
Gonna be a difficult time ahead of us and there’s darn little we can do to affect change. I mean really, do you see Lindsey Graham or McCain standing up and criticizing Obama? I don’t.
Cannot disagree with you on that mbecker...nt

This was it:
jonathanswift (Diary) Sunday, January 25th at 3:11PM EST (link)“Americans are asking, ‘How will we fight and win this war?’
We will direct every resource at our command — every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war — to the destruction and to the defeat of the global terror network.
Now, this war will not be like the war against Iraq a decade ago, with a decisive liberation of territory and a swift conclusion. It will not look like the air war above Kosovo two years ago, where no ground troops were used and not a single American was lost in combat.
Our response involves far more than instant retaliation and isolated strikes. Americans should not expect one battle, but a lengthy campaign unlike any other we have ever seen. It may include dramatic strikes visible on TV and covert operations secret even in success.
We will starve terrorists of funding, turn them one against another, drive them from place to place until there is no refuge or no rest.”

wolfgang Sunday, January 18th at 4:48PM EST (link)…Leon Panetta tells the world volumes about the incoming adminstrations intent.
It tells them the terrorists interests are at the heart of the incoming administration’s policies, not the everyday American citizen’s.
It tells them that an occasional 9/11 size and style event will be tolerated.
Remember THE OBAMBI’s close advisor and mentor for these many years felt that he “didn’t bomb them {the Americans} enough” in his youth.
A fitting gift for Mr Panetta on the occasion of his swearing in ceremony might be the presentation of a fully functional Japanese Officer’s Ceremonial Sword with the admonition that the best course for him after a successful terrorist attack on United States soil would be for him to fall upon it and ritually disembowel himself in the traditional manner lest the criminal inquisition that will follow such an event suggest that a more approriate use for the weapon after his failure would be to caress the back of his neck with it.
With the end of WWII rapidly approaching the Germans had a saying that went more or less like this “Enjoy the war because the peace will be even more horrible.”
The same can be said about this time of American history.

I'm not holding my breath, though...
CJB68 Sunday, January 18th at 7:55PM EST (link)Given what I’ve been seeing of the Obama administration so far, I’m not exactly enthusiastic to see what their response to another 9/11 attack will be, even if the terrorists wait until after Obama leaves office following his 1st or 2nd term. They’re working on Medieval Time, not the “24/7″ Television Episodic Time that we modern civilizations have spoiled ourselves into expecting. They’ll hit when the opportunity presents itself.
I expect something more like Jimmy Carter’s reaction to Iran taking 52 hostages from a US embassy in Tehran in 1979: belated and weak, then nothing else.
