They can’t because they don’t have any facilities for cross-checking, and the order by a judge to require Democratic Secretary of State Jennifer Brunner to certify the results and make them available just got reversed by the 6th District Court of Appeals.
The problem is, of course, long-time Democratic ally ACORN:

COLUMBUS – Thousands of cards mailed by county election boards to newly registered voters in Hamilton County and throughout the state are being returned because the people can’t be found.

Ohio Republican Party Chairman Robert Bennett on Tuesday said it’s a result of statewide registration fraud conducted by independent groups that support Democratic candidates.

He said many were submitted by groups he terms “auxiliaries of the Democratic Party”: the Association of Community Organizations for Reform Now (ACORN) and America Coming Together.
Oops! Silly me. That’s a story from 2004, which would be the last time ACORN tried to commit voter registration fraud in Ohio during a Presidential election.
Here’s the story from this time:
Hamilton County received more than 160,000 documents this year related to voter registration and change of address.
Of the more than 40,000 documents received from ACORN, about 10,000 have been duplicates and many have come back with invalid addresses.
Of the remaining documents, “I do believe fictitious ones are registered,” said Williams “We don’t cross-check this. That’s supposed to be done on a statewide database. So if that isn’t done, we don’t have the resources to do it.”
He said multiple registrations came in with the same name, but slightly different addresses or birth dates. His office has received calls from people saying they never filled out a registration card.
“It’s a difficult problem to deal with,” said Williams.
Clever system, no? Flood the zone with garbage duplicate registrations, to keep the local county offices drowned in paperwork; use sympathetic politicians to put the kibosh on any independent checks-and-balance system; then scream “racism” and “disenfranchisement” to anybody who looks at you funny. Marvelous way to slip fake voter registrations into the system, truly.
Yes, I’m of the opinion that “criminal conspiracy” is an apt phrase to use here.

What’s key to understand is their method.they do not rely on volunteers to register voters. They hire people — often poor people and the unemployed. This has the dual effect of not only registering people but also providing some work and income for people who are out of work. Because a lot of these people are doing it for the money, inevitably, some cut corners or cheat. So someone will end up filling out cards for nonexistent names and lots of those slip through ACORN’s own efforts to catch errors. (note that in many of the recent ACORN cases that have gotten the most attention it’s ACORN itself that has turned the people in who did the fake registrations. But the republican narrative requires ignoring facts like that). Their process can certainly result in thousands of phony registrations, those in a more typically year they turn out on inspection to have been much less than alleged initially.
Is this a smart system for registration? Clearly not when it gets ACORN perennially targeted. But, this IS fraud. Against ACORN. They pay people for registering more people than they actually signed up. But registering me three times does not create three voters who can go to the polls and vote. Logically speaking, with voter id rules in many states, its quite difficult for a phony registration to result in an illegal vote. Registration does not equal voting and 10,000 phony registrations don’t equate to 10,000 people showing up with matching ID at the polls to vote, nor is there a complimentary conspiracy to produce 10,000 people with ID that matches the fake registrations who could cast a vote.
Vote fraud committed by thousands of conspiring individuals to throw an election one way or another is not the way in which elections get rigged, but republicans focus on laws targeting individuals, not the activities that result in documented vote fraud.

ACORN’s model for registering voters is flawed. They have created a system that is ripe for abuse. While the goal of encouraging legitimate participation in our democracy is a good thing, you just cannot run an operation like ACORN does and not expect fraud like this.
It is a shame that they have to do things like this, because it really does do great damage to our election system by creating doubt about the legitimacy of our elections.

Voter fraud is more typically committed by people who are controlling the process, not through voter registration fraud. Again, particularly given voter ID laws in place in many states, 10,000 bad registrations don’t equate to 10,000 illegal votes, because whether you register daffy duck or not, nobody is going to go to the polling station with a daffy duck on their license.
But what is more likely is that partisans controlling polling stations and vote collecting and counting processes are far more likely to commit fraud. ACORN as a target is misplaced.

chchatham Saturday, October 11th at 9:54PM EST (link)ACORN has to send it registrations that it cannot verify, because otherwise they could be accused of disenfranchising voters. so i find it altogether plausible that they even suspect many of the registrations they submit are invalid – but what can you do? acorn themselves do several checks but you can’t validate everything.
i agree that a better system would be better. but what is that better system? that would be a more interesting issue for debate. it’s far from clear that this is a case of intentional voter registration fraud, as opposed to a group with good intentions using a flawed system.
