The right perspective on technology


We live in a day and age of rapidly changing communication and technology. The Internet has opened a giant window for people and organizations around the world to share thoughts, ideas, images and news with each other almost at the speed of light. The emergence of social networking platforms like Facebook and Twitter have created cyberspace gathering places for those sharing common interests and goals and hold incredible potential for communicating and organizing within the GOP community.

The maxim that ‘information is power’ has never rung more true than in our current political environment. Over the past decade, the RNC has invested the necessary time and resources to build a competitive advantage over the DNC by acquiring and utilizing data to drive decision-making and reach voters. Aside from the commitment and dedication of our RNC Members and GOP activists, our technological innovations in the use of information are the Party’s greatest asset.

But this information is of little use to the Republican Party’s success if it is not freely shared and easily disseminated within the Party, along with the necessary tools and instruction so that campaigns and Party organizations can succeed on their own. Republicans believe in personal responsibility…and I believe this also applies to the use of technology. The open flow of information among our activists and State Parties is the life blood of the GOP and the key to our growth, but we all must take the personal responsibility as RNC Members, activists, and perhaps most importantly, as candidates to integrate technology into our political efforts and campaigns.

If there is one area where I fully agree that the Party has not done enough, it is in promoting what we’ve already done. So while recent technological advancements demand that we continue to create and share information in new and exciting ways, we’ve also come a long way in a short amount of time. For example:

  • Since 1996 the RNC has partnered with State Parties to build and share our national voter file, which is recognized by all – including the Democrats – as the industry leader. New innovations like micro-targeting have kept this program at the leading edge of information management.
  • Since 2002, the Party’s Voter Vault system has allowed campaigns and Party organizations to take advantage of this investment. Currently in its third revision, the system provides a full range of campaign functions from tools as simple as locating an individual voter to projects as complex as deploying a full map-based door-to-door program. We continue to work with our State Parties and campaigns to improve and refine this product, which is why we’ll open the source code in 2009 and invite others to contribute their knowledge to our success.
  • In 2006, the RNC opened access to its national email list by providing State Parties with an online system that allows communication with the full RNC list – currently standing at 12 million strong.
  • In 2007 the RNC opened access to its website management tools by providing a platform on which State Parties may deploy and manage websites that are state-focused, but interconnected with the national Party.
  • Also in 2007, the RNC launched our own social networking platform – MyGOP – allowing online communities to grow and develop under the GOP umbrella. This platform must continue to improve and grow, just as our Facebook network has already attracted nearly 50,000 members and is growing exponentially every day as Republicans share their ideas, stories and experiences with others in the GOP community.
  • In 2008, the RNC opened access to a network of Internet advertising opportunities, allowing Parties and campaigns to extend the power of micro-targeting beyond traditional direct mail and phones and onto the Internet to more than 43 million online users.
  • Also in 2008, the Party made great strides in expanding the inbound flow of data from the field. Voice over Internet Protocol (VoIP) phone banks were deployed in more than 170 field offices nationwide and allowed for the real-time collection of voter data, instantly uploaded into our databases at a cost savings of $9.7 million.
  • Finally, on Election Day, more than 500 campaign & State Party volunteers used Twitter to provide live updates of polling place activity – - updates that were used by journalists to report on voter irregularities and expose attempts to limit access to the ballot box.

Maintaining the infrastructure necessary to provide these services is a staggering and expensive endeavor. Providing the enhancements necessary to keep up with growing sophistication of campaigns and Party organizations is an even more daunting task. We must continue to recognize the fact that many of the most creative and innovative solutions to campaign problems originate in the precincts, counties, and states, rather than in Washington, DC. Part of our mission over the past two years has been to engage the best minds from inside and outside of politics to help understand how technological advances can be integrated in the day-to-day political activity of the RNC.

In 2009, the RNC will take the next great leap forward and open to others within our Party the architecture which drives these systems, allowing them to make the same contributions to the technology infrastructure that they make to the financial, intellectual, and organizational health of the Party. We will invite the best and the brightest minds to look at what we do and offer solutions on how we can do it better.

By offering Application Programming Interfaces (APIs) for tools like Voter Vault, we will allow states and campaigns to add their own custom tools and enhancements to the Voter Vault system and share their successes with the Party at large. The Party will reap the full benefits of our information age by utilizing the full participation and ingenuity of all its members.

A comprehensive commitment to harnessing the power of the Internet and New Media for fundraising, communicating with voters, and empowering voters to interact with one another is a given. However, continuing to improve the data and technological infrastructure of the Party is an equally important priority – and one that must involve every Republican who shares our goals. Opening this infrastructure will enable all Republicans to benefit from individual innovations. And it is the right thing to do.

I recognize the importance of technology to the future of politics. I also recognize that the technologies that we will use in 2010 and 2012 are just being sketched out on the back of a napkin or in the margin of a textbook. There are many who have challenged the GOP to “catch-up” in technology. My commitment to them, and to Republicans everywhere, is that the RNC will accept this challenge and we will open our doors to the best and brightest minds. The only limits on our success will be the creativity and imagination of those who accept our invitation.

However, I issue my own challenge to all those who feel the GOP needs a technological revolution: join the ranks of millions of Republican activists and take our message of conservative principles to your street, door to door. For we all must recognize that we cannot simply substitute technology for the critical importance of one-on-one contact, face to face, voter by voter. To achieve a winning majority, we must integrate new technology, good old fashioned shoe leather, principled candidates, and a conservative message. When we synchronize these elements, Republicans win elections.

As a precinct captain in my home of Inez, Kentucky, I’ll be using the latest technology as I go door-to-door. I hope you’ll join me.

Only the USA does not entrust captured thugs to the justice system. Only our Constitutional democracy does not treat these murderous fanatics the way they should: as common criminals, no different than gang members.
Try ‘em, convict ‘em, and imprison or execute ‘em. Let ‘em rub shoulders every day with their incarcerated peers.

On Technology

Using limited resources to the best effect is a tricky balance, but some kinds of technology naturally dovetail with others, and there are recommendations I can make:

The RNC needs to spend the money where it will do the most good. In terms of technology, web-based outreach, and particularly things like Flash-based ads and animation, it needs to part with the money and hire enough talented designers and programmers who really want to work (and get paid) to make their presentations successful. All of them should be socially-networked and leverage social networking to disseminate their work, but the most important thing is to hire enough talented designers to really provide good feed material.

I agree completely with the on-the-ground aspect, also: meeting people face-to-face is much more important than sending them an email. Those meetings should be coordinated as closely as possible with direct mail campaigns. The “boots on the ground” and “direct mail” parts of the equation naturally dovetail because when someone receives a piece of mail in their mailbox that is followed up with a personal visit or coordinated with one, it adds a level of agency that is simply not possible with electronic communication.

The problem that I have with “leveraging technology” in the way you seem to be talking about it is that you’re presuming you can get high-quality material for free.

Nobody in the Republican Party should continue to donate their work or be expected to. If it happens, that’s wonderful, but it should not be how the RNC operates: if you want the best work, you should hire people and fund them adequately. All the rest is telling people they should work for free, and I don’t believe in that.

The Democrats will always by definition have a lot more people on their side willing to work for nothing. They have legions of college students sitting in their dorm rooms with state-of-the-art software who are willing to produce websites, Flash presentations, and other kinds of work product for nothing.

Republicans cannot compete with that, and will never be able to. Instead Republicans should be supporting businesses that work for profit, not trying to emulate the Democrat volunteer model. The RNC should be hiring people to design websites and offer technological support because they *don’t* work for free.

It gives the RNC an advantage in terms of attracting new talent, particularly in an economic downturn:

“The RNC is hiring talented designers and technology workers to help us create the outreach materials that will define our Party and our future. We want the best, and we want to compensate the best.”

That’s what the RNC should be doing right now. Offering jobs to people, so they can keep their homes and keep their businesses running.

As we pointed out in our Directors post, Duncan has put in place one hell of a tech team and built some kick ass tech for the RNC.

But the McCain campaign insisted the money be used for advertising and the tech had to be left on the shelf.

To Duncan’s credit and Katon Dawson’s credit and others, they know that they don’t know and thus hire people who do know tech.

Who will stand on either hand and keep this bridge with me?

I am happy to see that you understand that technology is a tool for these contacts, not a replacement for them.

If you do get re-elected to lead the party, please focus your efforts on bringing new people into the party and following up on people who have made inquiries. Too many people give up on the party because they indicate their willingness to help, but never get a call back.

I understand everybody not trusting Mr. Duncan, but in all fairness, his hands were somewhat tied during his time as the RNC Chair.

I am not sold on Mr.Duncan for chair as of yet, but I am also not ready to tell him to slit his wrists in a warm bath.

Here is the deal Ace, the entire context of this diary is what place does technology have in the GOP and what has been done to implement it and expand it as needed.

For the most part Mr. Duncan did a good job talking about this specific subject.

Does this mean I support Mr. Duncan for the RNC Chair?…No.

But at the same time I don’t think encouraging him to slit his wrists in a warm tub, while at the same time admitting you didn’t even read what he wrote, will really get anything done either.

and the utter stupidity of selling the database he’s bragging about to one of his friends and then having to pay to use the friggin list they created…

I really don’t know what he addressed here because nothing he discussed does anything to tell us what the hell is going on or helping us network with one another…maybe they systems are in place but shouldn’t there be some kind of communication to the grass roots about what these new systems are and how we can access them?

It’s like my church and a discussion I’ve had with the Deacons there…they went on and on about this web site they had created and the blog and BB system they had set up to reach out to the local neighborhood and bring people to salvation and on and on…

My first question to them was “how are you going to get people to the web site to know what’s there?”

All I got in reply was all the other bells and whistles they had paid for. It’s obvious they thought they’d found the golden chalice and people were going to pour into the church…

Hasn’t happened and now they’re talking about block walking and how they can advertise the site because no one uses it because they don’t know to look for it…I’m all for having the site and it will some day serve it’s purpose but before they poured so much money into it and setting back to wait for it to work it’s magic, there should have been a plan of action implemented to point people to it simultaneous to the roll out of the site…now we’re 2 years behind the eight ball and all the money spent over the last year has been to maintain a site with an empty server!

What I see in this post is exactly that…that’s what I disagree with you about…I don’t think this was an informative piece at all…all I see is fluff and air!

Most people I know who are in my age group (36-41) are not highly into the toys of technology or their use. Sure, we all have and know how to use iPods, laptops, the Internet and email. However, the these are toys, not the end all of our existence. Moreover, the portals that are described as the most powerful to reach an audience, Twitter, Facebook, MySpace are places used by kids who are insecure to feel involved with the world around them.

The party is doomed no matter how involved we are in technology if we do not deliver the right message. Because right now we have been pummeled like the British at Dunkirk.

The only way most of us at the grass roots can participate in Party Politics is to attend conventions and participate in shaping our party platform and influence the communication of what we as a party represent. I didn’t read a word here about what you believe about our party beyond a generic mention of Conservative values. I don’t hear a word about what place our platform should hold in shaping party policy and influencing what our representatives should look to to guide them in shaping their actions in elected office. I don’t read even a tacit acknowledgment from you about the important place grass roots activism plays in the strength and vitality of a political party. I didn’t read a thing about what you have done, are doing or will do to increase education, and participation of grass roots activists in the party process…I don’t read a thing about programs to educate the grass roots on how to participate and reach out in order to grow the party base….I don’t hear anything about whether or how you would break up the consolidation of money, message and power to the inside the beltway establishment of the party!

All this talk of Micro targeting is a huge part of the problem…we’re focusing most of our efforts on people who are already with us…I hear nothing from you about what we are doing to bring more people along….nothing about how we are communicating what we stand for and why new people should sign on with us….on top of that…all I get from the RNC are letters begging for money pumping out propaganda about how bad the other guys are which we already know and ignoring what’s being done or not being done to counter the bad guys. We don’t get info from anyone about what bills are being introduced…what’s been introduced by the opposition and how we can help either forward out bills or stop theirs!

There is no information dissemination about what our guys believe and what they will do in office and everything about what the other guys are doing. In the few instances where you do talk the talk…such as a generic commitment to “Conservative values” , there is no instance where the people we elect are walking the walk…message doesn’t matter for a steaming pile of sheep ShXX if we don’t see the communication carried out in some form. How can you, or the party have any credibility of our leadership does nothing to carry out party policy when all we can do is watch guys do the exact opposite of what they’re saying!

We’re being told the RNC and the Party Leadership believes in a smaller and more limited government while voting for over $2 Trillion Dollars in big government programs, nationalizing our banking industry, bailing out Unions and Auto Companies, and clamoring to get in line for another $850 Billion dollars in “stimulus” as proposed by the Democrats! Despite the popularity of School Vouchers and the growing strength of the movement to privatize public schools, we see Republicans lining up to help the Dems perpetuate the Public School monopoly and pander to the teachers unions at the expense of our children….We’ve got proposals being thrown all over the place on so called market based health care initiatives that do nothing more than further Democrat designs on nationalizing our health care system. We’ve got leaders in the party including it’s standard bearer in 2008 pushing for a Global Cap and Trade system reminiscent of Al Gore’s carbon tax of 1992. We’ve got the party leadership berating us for the need for blanket amnesty of 12 million illegal aliens despite opposition from over 80% of the party…We’ve got the so called standard bearer of our party standing up in the well of the United States Senate chastising Republicans for raising questions about what foreign influence will be exerted on our Secretary of State by foreign governments who are giving millions upon millions to her husband’s bank accounts…We’ve got the great Lord of bipartisanship and patriotism applauding Obama’s move to shut down GiTMO without a word about what we’ll do with the murderous thugs we have there! We’ve got large segments of party leadership engaged in a verbal holy war trying to shut out and shut up 2/3s of our party who are socially conservative and finally a seeming fixation on reaching out to people who wouldn’t piss on us if were were on fire in order to “Expand the base” while the base is throwing up it’s hands in disgust because no one in leadership will even throw us a bone let alone listen to us!

Bottom Line….all your investments mean squat when there is no message…even worse…when there is a message…nothing that is being said means a thing since no one believes a word you say!

What I’m trying to say here is that you can’t expect people to send money to you if you refuse to tell us what you’ve done with it….what you’ll do with it…what it will be used to advance our goals and why we should believe it will be used in any way that is not against our beliefs and interests!

As for the databases…what do you have to say about the fact the Party sold the data the party had gathered to a well connected firm with influence and is now incurring additional expense renting that info for use in mailings and solicitation?

Now I’ll ask a simple question before I close:

Why haven’t you bothered to answer the questions posed to you and the other candidates for RNC Chair here at Redstate…Saul, Michael Steele and Ken blackwell have taken the time to address these questions yet you have not if I’m not mistaken,,,is it because you are so out of touch with all of us that you don’t even know about them…or is it that you just don’t give a damn about what we think as long as you get to continue making the mess that’s been made of this party since you assumed leadership?!
